It has long been debated among pundits and intellectuals that what is human nature and whether it can be reformed by other means like laws, moral or education. Nowadays, in spite of powerful and mature legislation system, there are an increasing number of outlaws showing no signs of ceasing to rise. Then some people begin to question the function of laws. Maybe the weakness of laws lies in its inability to change human nature, as the speaker contends. I fundamentally agree with the statement that laws only control people's behavior, but cannot reform human nature. Also, I wantwould like 语气要好些 to extend this statement by emphasizing moral impact on the humanity./I would go further by contending the important role of morality.

To fully evaluate this statement, we must first analyze human nature. On the basis of debate over whether human nature is evil or good among thinkers and philosophers like David Hume, Kant, Confucius, etc, I think that humanity is neither fundamental evil nor fundamental good; instead it is of dual characters简化I think that humanity is of dual characters instead of fundamentally good or evil,.: (partly good and partly evilredundant. Consequently, societies perhaps fall into chaos. Notwithstanding laws can control or restrict people' behavior; they appear to be powerless with regard to human nature. Laws, defined as a rule of conduct or action prescribed or enforced by a controlling authority, exclusively restrict citizens’ action. From the perspective of the enforcement of laws, laws function only on people’ behavior and lost its potency when dealing with people’s motivation and thoughts. There have no illegal thoughts, but illegal behavior, in that any thoughts, even vicious ones, do no harm to others and society unless correspondingly harmful effects come about.still excellent analysis Suppose two persons who share the same wrong intention to steal money. From the above analysis,感觉有总结的味道，不如用now, we can see that laws are designed to merely oppress the evil attributes of mankind, like selfishness, jealousy and unable to eradicate them. As for the virtues, the good side of human nature, in order to maintain and enhance them, we should resort to the morality. Morality also regulates human conduct. Unlike laws, morality lays emphasis on motivation of human behavior because it requires that people should cultivate their good thoughts and virtues such as honesty, respect to others, tolerance before taking action.  Family, school, media and religion institution can indoctrinate and foster the virtues that society favors. If human nature can be greatly improved, people would involuntary obey laws and thus the power of authority would be replaced with people’s habits. 同意你的观点。这一段也没有问题。

In sum, laws act as a powerful force to regulate human conduct; yet they have no use to improve human nature. What is in people's hearts and minds remain the same after the enforcement of laws. （The better approach to this problem is to make use of the power of morality for the enhancement of good sides of human nature. Without laws, evil side of human nature would go unchecked. Without morality, good side of humanity would be lost. Only through the cooperation of laws and morality can human nature be transformed into the good one.）结尾很好，但是，还是有些罗嗦，如果打字速度够，倒是可以这么写，毕竟这样文章更加生动，有说服力。如果时间不够，考虑把括起来的部分合成一下。其实可以一句话说掉的。
