28. The surest indicator of a great nation is represented not by the achievements of its rulers, artists, or scientists, but by the general welfare of its people.
Write a response in which you discuss the extent to which you agree or disagree with the statement and explain your reasoning for the position you take. In developing and supporting your position, you should consider ways in which the statement might or might not hold true and explain how these considerations shape your position.

(2)ruler,artists
Conclusion.

正文:In the statement the speaker asserts that it is the general welfare of a nation's people rather than its ruler, artists, or scientists that shape a a great nation. However, as far as I am concerned, although the general welfare does play a vital part, it is not justifiable for the speaker to depreciate the role of politicians, artists, or scientists.

Admittedly, it is an idea shared by the general public that a great nation should be the one that ensures the welfare of its own people simply because a nation is the union its people and thus has responsibilities for its people. A nation is not a symbol (e.g. the national flag), a political term appearing in text books, nor can it be represented by a small cluster of people who may be puissant, genius or intelligent.  Instead, what really composes a nation is its ordinary people, who, although may seem not to contribute so much to the society as artists or scientists,  form the solid foundation for the nation and continuously make a contribution in their everyday life. Considering the importance of people, it is reasonable to say that the general welfare of the people reflects, to a large extent, the general performance of the nation. To put it another way, we could say A is a great nation if country A could provide adequate resources and proper condition so that everyone in the society can lead a prosperous life and realize his or her own value. For instance, in Tang Dynasty China was praised by the whole world as the greatest country on this planet.  Although prudent rulers, plenty of artists and scientists all contributed to its prosperity, what really made China in Tang Dynasty an attractive dreamland was the openness of society which allowed and encouraged everyone to make a fortune and pursue a better life.

However, it would be too rash to conclude that rulers, artists and scientists  don't do much to contribute to the greatness of a nation. As a matter of fact, rather than mutually exclusive,  political, cultural and scientific achievements and the general welfare are interdependent. In democratical politics, rulers are elected by the public and thus can only be successful when they appeal to the public and make policies that benefit the general welfare. On the other hand, the welfare of the people also ensured and secured by preeminent rulers, without whom the people may be endangered. This allies also to artists and scientists.  In the example of Tang Dynasty China, splendid literature and musical achievements and numerous scientific inventions appeared because the material life was guaranteed and people could devote themselves to the spiritual world; meanwhile, people enjoyed the fruits of art and science. But for the art pieces and scientific invention, life for the people in Tang Dynasty would not have been so colorful and convenient.

Apart from the general welfare, rulers, artists and scientists are all significant for the greatness of a nation because they are hard power and soft power for a country. Firstly, a great nation must be politically strong enough to protect its people and enjoy a prestige on the world stage. This could not be achieved by ordinary people and  must rely on the rulers. Secondly, the greatness of a nation also manifests itself in arts and science because art and science represent intellectual performance of a nation and a culturally and scientifically strong country can influence other nations.

In conclusion, just as persons are required by the contemporary era be all-round, a great nation should be “all-round” as well. Thus, it is not fair to attribute the greatness of a nation solely to the general welfare, because all of the four factors are interdependent and indispensable.
