11. "All nations should help support the development of a global university designed to engage students in the process of solving the world's most persistent social problems."

1．首先给global university准确的定义：a platform of communication
2．根据定义global university的建立很必要，原因如下：
（1） global university能够促进国际交流，
（2） global university能够充分利用学术资源
3．尽管global university的作用不止于解决世界上最重要的社会问题。

Do all governments have the accountability to fund the development of a global university? And should global universities designed to solve the most persistent social problems of the world? Facing these complex issues, any extreme responses would be improper. And as far as I am concerned, global universities do contribute much to the society and the world, not limited to solving social problems. Therefore, the governments should allocate extra budget to fund the development of global universities.

To begin with, global university needs a clear definition to extent this issue. Generally, global university is a platform for communications in the both fields of academy and society. It is made up of numerous universities of traditional sense, rather than a singer university or college world famous. In other word, to this extent, global university is an educational and communicating system. And further the system has efficient arrangement-every university has its own function in the system and the element of the system cooperates with others.

Accordingly to this definition of global university, it is quite necessary and recommended that all nations should support the development of global university. And the reasons for this lie in two aspects as follows.

First and foremost, the development of global university is able to enhance communications between countries. On one hand, in the realm of social subject, such as world economy, international relationship, and politics, the foundation of global university engage an increasing number of preeminent professors to analysis and deal with the most serious social problems that great amounts of countries are suffering from. Taking the economic storm happened in Southeast Asia, professors from diverse regions made many valuable suggestions and possible predictions about the event. Due to the cooperation of the economist, the damage the storm caused was reduced to the lowest level. On the hand, in the realm of natural sciences, in the process of researching some complex subjects, the mind of a small group is always limited, and possibly misses the key point to find solution of the very subject. Under this circumstance, advices from others sometimes enlighten the trapped scholars.

What’s more, the system of global system is able to apply the academic resource most efficiently. As many giant scientific researching projects can not be dealt by a singer country, in this sense, to split the project into pieces and to allocate the pieces to different country is the best solution. And the method of splitting and allocating is made in accordance with scientific analysis. For instance, the human genome project is too complicated to leave solo to any country, so the better developed and developing countries cooperate on the significant project. According to the development of biology, different country receives their duty of interpreting human genome. And then, the genetic code is connected.

Admittedly, global university is not designed to engage the students to solve most significant social problems in the world only. The founder of global university should not neglect the basic function of university-to impart the students with skills, knowledge and a good manner. Therefore, under this circumstance, the founders have the responsibility to balance the two aspect of demand.

To sum up, as for the benefit global university can bring to the society and the natural world, which is far more than solving social problems of the world, all nations should support the development of global university as much as possible.

And as far as I am concerned, global universities do 还没有建呢，用could或者will可能好一些吧contribute much to the society and the world, not limited to solving social problems. Therefore, the governments should allocate extra 和上次一样，印象中extra作形容词是额外的意思，做副词表示“非常地” budget to fund the development of global universities.

Under this circumstance, advices from others sometimes 说有时候似乎削弱了论证的力量，不如换个语气强烈一点的词,always，是不是又太绝对了？楼主自己斟酌吧 enlighten the trapped scholars.

What’s more, the system of global system is able to apply apply是应用，用来表达利用资源不太准，utilize？ the academic resource most efficiently. As many giant scientific researching projects can not be dealt dealt with by a singer country, in this sense, to split the project into pieces and to to去掉 allocate the pieces to different country is the best solution. And the method of splitting and allocating is made in accordance with scientific analysis. For instance, the human genome project is too complicated to leave solo to any country, so the better developed and developing countries cooperate on the significant project. According to the development of biology, different country 这里主谓不一致，前面用单数，后面又用到their了 receives their duty of interpreting human genome. And then, the genetic code is connected. 这段感觉TS不是很准，论述的内容是把复杂问题分工细化，合作解决。TS说的是充分利用学术资源，咋一看资源还以为是说图书馆之类的信息资源。不如说充分利用学术力量准些。楼主斟酌

请教LZ
是否文章中的让步段都是必要的，我个人感觉看多了大家写的都是很注重大正里含个小负的这种写法的，可是我写的，唉，大家也看了，总喜欢，间接的说其他的，这是不是一个严重的问题？最近受此困扰严重，快崩溃了，我的破题问题很严重！
这一篇就跑题得没谱了，辜负了LZ之前的教导啊：

And further (Further, 更简洁) the system has efficient arrangement-every university has its own function in the system and the element of the system cooperates with others. （最后一句更像是说global university 的好处，是否放在下面？个人意见），传统意义上的大学，这好像是中文表达，用traditional universities 就可以了吧

However, a global university is not only designed to engage the students to solve most significant social problems in the world, but also to impart skills, knowledge and a good manner to its students. The founders should not neglect the latter function of this university because it is the basic function of all colleges. In this point, founders should balance them.
