Issue70(75). "In any profession—business, politics, education, government—those in power should step down after five years. The surest path to success for any enterprise is revitalization through new leadership."
在任何领域中——商业、政治、教育、政府——掌权者应该在五年后就让位。这是任何机构获得成的最好的方式:通过更新领导者而保持活力。

Revitalization through new leadship is an effective and necessary for any enterprise to achieve a success. However, it is a hasty generation to set a limitation of 5 years in any profession as the statement claims, since the incumbency years should vary upon different fields.

1. Revitalization through new leadship can contribute to prevent autocracy and promote democracy. In political field, renewal of the leadship of the government through election enable the people to superintend and select their government, which would benefit the public most. ( The comparison between the U.S. and Soviet Union)
2. Renovation of the leadship can serve to bring competition to the leadship, since competition plays a vital role to keep any enterprise to advance.
3. But frequent renewal of the leadship brings instability to any enterpise.
4. Incontinuity of the leadship would incumber some long-term policy from being effective.
5. For the aforementioned reasons, 5 years in the leadship may be not long enough for many enterprise. 5 years may be too short for a leader in the government to carry out certain policy such as the constrcution of large projects. In the commercial fields, a long-term investments would take more than five years for a enterprise to gain rewards.

(1)         I concede that revitalization produced by stepping down new leaders at every 5 years play a vital role in the professional areas.Firstly,new leaders bring about new way of thinking and managing into the conventional pattern.For instance many companies replace the sales-manager to expand the market share.Lenovo appoint Bill Amelio its CEO who once was vice-CEO of Dell.Many CEO of listed companies in China switch frequently for the ameliorating the management of corporation.Secondly, endogenetic problems including ossification of system which lead to low efficiency ,interest groups, and also self-centered corruption always appear after long-term domination .take the example of the disorganization of Soviet Russia in political area.
(2)        However,not only revitalization but also accumulating experience were needed in some professional areas such as science and art.At the same time,freguent change of leadership is unconducive for the practice of established policies.For the effect can not be seen in the time of leadership.
(3)        Revitalization can also owned by the long-term dominators with abundant experience.Jake Welch of GE.
(4)        In sum,both revitalization and experience should be take into account.The criterion regarding time of leadership need to consider different situation.

It is unfortunate but true, that there is no flawless individual in this world. Great success, fame and wealth, awe and respect from subordinates can seduce an initially wise and cool-minded leader. The possibility of long-term leadership makes things worse by granting these leaders sufficient time and power to abuse success.

Things are different when periodic change in leadership is introduced. By maintaining proper competition mechanisms, the enterprise is always able to replenish itself with fresh blood and new leading ideologies. Newly emerged leaders bring new ways of leading and managing, and they are more likely to keep in better touch the changing times as well.

A five-year period is proper tenure in most cases. Longer terms would ossify the enterprise while shorter ones may create instability.

TS:I should agree with the author that through change the leadership to revitalize is an important path to success for the enterprise.
1.        on the politics, through changing the leadership, especially democratic vote/election/ballot, the government can better serve the population, and avoid the autocratic rule. 可以举Washington 坚持不连任的例子
2.         on the business area, 虽然效果不如政治领域那么重要, but as one of the most swift change areas, the leadership of business also need the new to move forward.
3.        on the education areas, the change of leadership take the more important role on change the conception of education, according to develop of the society.
写的时候觉得第三段展开比较困难,基本没什么新意,不知道大家有没有什么建议?:(

论点(正小负大)
1.每个行业的情况不一样要分类讨论
       理由1.在商业界,尽管经济发展很快,商机瞬息万变,但是我们仍然没有必要频繁更换领导,因为这些领导是经过层层选拔的,非常出色,往往能够很快适应这个竞争激烈,变化极快的商业时代,他们自身也会不断学习不断进步以带给企业新的思想和文化。如果频繁更换领导很有可能对公司的稳定发展构成威胁,此外每个领导有自己独特的风格,员工用了几年时间适应了一个领导的行事风格又立刻换人,可能会导致企业忠诚度下降和员工的不满。
       理由2.在政界,许多国家都会每隔几年进行一次总统选举,美国四年改选一次,出色的总统也最多担任两界;中国五年改选一次主席。这充分说明了政府为了提高执政力,需要定时地更换领导从而给这个国家注入新的执政理念,为人民谋取更多的福利。
       理由3.即使在那些需要更换领导的行业,也无需严格按照5年来制定。美国总统选举允许连任,就说明了更换领导的机制是一个可变的过程,领导的出色与否决定了他的任期长短。

2.领导的更新固然对企业的发展很重要,但却不一定是最好的途径。企业的成败牵涉到各个方面的因素。在当今社会,已经不是一个崇尚个人英雄主义的时代,在这么大一个企业中,团队合作显得更为要紧,因而领导固然十分重要,然而中层和下层员工也是企业发展的主要力量。

Limiting the term of leadership is an effective way to prevent corruption and lack of initiatives.
1.        When leaders have no fear of losing their power, they tend to abuse their power. Ex: despot of Qin Emperor
2.        A new leadership usually has greater initiative and would bring in new ideas.  EX: republican & democrat
3.        However, in certain realms such as business it might not be so necessary to limit the term of leadership. EX: manager was differentiated from the shareholder
4.        Furthermore, new leaders often lack the necessary skill and experience to cope with existing problems; therefore, they need a period of time for adaptation.

观点:中立
1.      更换领导者是有好处的。一个人成为掌权者是因为它有着先进的思想和卓越的眼光,能够更好的领导这一领域的发展。然而,一个人的创造力毕竟有限,当他的思想不能领先于时代时就不能推动,甚至会阻碍这个领域的发展,这时就该换人了。例子:Washington 只做两届总统就主动下台。

2.      频繁的更换领导者可能会有反作用。有时实行一些计划需要很长的时间,如果频繁的更换领导者,那么这些好的计划将无法得以继续。有时一个领域在一位优秀的领导者的管理下,正处于一个平稳的发展阶段。这时如果更换的话,新的领导需要一段时间才能熟悉工作,这势必会造成动荡。

3.      有些特殊情况下不能换领导者。例子:Roosevelt 二战时连任四届总统。

1 社会的飞速发展,人们的思想观念都发生改变,所以为了适应社会的发展,应该用发展的眼光看问题
新的好处:Innovation, reform,new idea, inspire young, prevent corruption and abuse of authority

老的好处:experience,stability,long-term reform
eg法律制度 最高法庭的大法官

教育制度,终身教授
Lifetime tenure

3最保险的方法是灵活改变,可以定期考核assess regularly?,不能一刀切,要综合考察,是不是有利于发展的,要稳定地可持续的发展,stable and sustainable development
