2.The following appeared in a letter sent by a committee of homeowners from the Deerhaven Acres to all homeowners in Deerhaven Acres.

"Seven years ago, homeowners in nearby Brookville community adopted a set of restrictions on how the community's yards should be landscaped and what colors the exteriors of homes should be painted. Since then, average property values have tripled in Brookville. In order to raise property values in Deerhaven Acres, we should adopt our own set of restrictions on landscaping and housepainting."(443)

In this argument, the author assumes the property values would be raised if we adopt the set of restrictions on landscapes and house painting like the community did in Brookville seven years ago. Though this recommendation seems warranted, it is relied on some unpersuasive assumption.

A threshold assumption upon which the recommendation relies is that the restrictions on landscapes and house painting cause the increased average property values in Brookville. However, it might not be this case. As seven years is a long enough time for a place to be changed, it is quite possible that the government modernized the facilities of telecommunications, transport, accommodation and other services and introduced foreign investment and business cooperation, which contribute a lot to dramatic economic development in Brookville. As more jobs provided, and traffic system improved, people from other poorer cities or rural places may flush into Brookville which in turn more entrepreneurs invest in this place and more positions provided. Thus ever increasing housing needs and commercial space needs stimulate the growth of property values. In short, without any inclination or evidence that indicates the link between the restrictions on the appearance and economic development, it is hard to say the relation between restrictions and raised property values in Brookville.

Even assuming the restrictions made some sense on the arise of property values in Brookville during the seven years, the author should not draw such a hasty conclusion that this policy will also make sense in Deerhaven Acres at this time and in the future. After all, there are no discription about these two places' situation or the current fashion in Deerhaven in this letter. Different places makes different people and different times makes different values. Unified style might be popular in Brookville, it might be reverse in Deerhaven; unified style might be popular at that time of 7 years ago, it might be old-fashioned today. As a sense of individuality is highly acclaimed, we wonder if people in Brookville would like or even tolerate giving up their own homes' characteristics. If the community ignores the residents' inclination and forces to unify the houses' style, a risk comes up that possibly few people would like to buy houses or live in Deerhaven any more, not to say attract people from other places. If this happened, how can property values in Deerhaven be raised?

To raise property values in Deerhaven, the substantial measure is to improve economic development. So, without a comprehensive and particular public opinion poll and thorough analysis on the relationship between restrictions and economic development, the community of Deerhaven should do some other things rather than force to unify the appearance of Deerhaven.
