ISSUE8 - "It is often necessary, evendesirable, for political leaders to withhold information from the public."

Is it necessary for a political leader towithhold information from thepublic? I concede that to be honest andpublicizing information to thepublic is essential to build credence andmaintain the domination, yetwithholding information is often inevitable andnecessary sometimes.
First, I claim that a government or aleader should always open his mindto the masses. It is always a privilege forthe people to know the newpolicy and where the tax has flow. A president of a nation, shouldalways state the revenue of a government, in order to show his probity.And with the timely response and critique by people, he and his groupcanreevaluate the policy and add amendment. In addition, a leader, whocan showhis sincerity in this way, will surely gain the credence of thepeople.

So why and when do the leaders need to withhold information from thepublic ? It must be some critical moments when even a quick explanationwill not let the people comprehend what leaders aredoing, whereaspublicity will make them confused, misunderstand, and as thepolicy willsometimes infringe the temporary interests, a feeling of antipathyandeven resistance is inevitable. However, no matter how the leaders coverthe secret, in a long term, he or his successor will certainly uncoverit. At thattime, the attitude of the masses and history is the onlygauge for hisbehavior. An effective leader will never try to do this,unless emergent andinevitable (ineluctable) in the crisis, for thenhe will be faced with punishment of history and people’s refusal to forgivehim.

There are some cases where withholdinginformation is plausible andnecessary. When it comes to sovereignty andsecrets of a nation, aforesighted leaderwill be confident enough to withhold relevantinformation from the public. Fo rone thing, this information is sosecretive that a tiny leakage of it will let the competitors have a fullsight of what you are doing. And the leader will be so confident thatthey assume this behavior will always gain the understandingof public. For instance, a taxpayer will never have a chance to seenukedeep under the ocean or the apparatus in a clandestine atom energyresearchcenter which are all made of by their money, and they mayseldom realize there existence.But no matter how the politic leaderconceals these sorts of information,people will always reconcile to payfor that, in the name of nation construction.

However, unduly withholding informationfrom the public, will sometimesleads to the antipathy and protest of people,for they may think theyhave been treated. Unfortunately, sometimes thegovernment fails tosuccessfully estimate the extent to which they can withholdtheinformation and limitsof public toleranceand goes to another extreme. As withholdinginformation becomes common andseldom cause worry trouble, graduallythey may potentially regards withholdinginformation from public istheir privilege, and by using this so-called ”privilege”,they are moreinclined to act in their own interests, not for the benefits ofpeople.Watergate scandal is a typical example. Nixon tried to usepresidentialpowers do discredit, obstruct the investigation, andwithhold evidence and tapesadverse to him. ( to conceal his involvementin this incident.) However, as thetruth being unraveled, the mass withdecreasing trust in his loyalty and responsibilitygot angry. Fullyaware of the situation, Nixon resigned from office before theimpeachmenttaking into practice. The first resignation of Mr. Presidentis a vivid exampleillustrating the meaning unduly concealing theinformation, for one’s ownbenefits, will sometimes the trouble.
In conclusion, an effective political leadershould always keep in mind:honesty to the public is necessary. Unless in somecrisis like warfareor referring to nation secrets, it is always better topublicize theinformation. If a leader decides to withhold the information tothepublic, he should avoid making it for his own interest and disobeyingthemasses. It is necessary to consider the further explanation of thetruth to thepublic in future. Then with sincere explanation and apologyhe may receivepeople’s comprehension and pardon.
