TOPIC: ISSUE56 - "Governments shouldfocus more on solving the immediate problems of today rather than trying tosolve the anticipated problems of the future."
Indisputably, Governments must pay greatattention to immediate problems and take practical measures to solve them sothat most people's needs can be satisfied, on which I agree with the speaker.However, as governments, it is far from enough just to focus on such urgentaffairs. In order to function well, they must have clear recognition and plan forfuture problems which are also great threats to the society.
Referring to historical material, we caneasily find that almost all the governments were founded aiming at protectingpeople's legal rights efficiently at the very beginning. So one of governments'essential responsibilities is to solve immediate problems to ensure people'ssecurity and happiness especially in modern society, which is filled with kindsof dangerous factors. For instance, terrorism, which is a shadow over mostcountries, is one of such problems. The explosions that happen every now andthan and the reports about them have made people all over the world jittery.That is why the governments of so many countries united to fight againstterrorists. Another bothering topic is the problem of employment, which keepsafflicting people, especially the youth, in many countries of differentperiods. During the era of the Great Depression, thousands people even suicidedbecause of the absence of jobs. In order to stabilize the society, PresidentRoosevelt started a great many infrastructure constructions, which providedmany people with accesses to job and turned the economy around. And thisclearly reveals part of governments' responsibility.
However, as mentioned at the beginning,concentrating on immediate problems is not the only duty of governments. Thetheme of modern world is peace and development. And there is no doubt that itrequires governments' ability to forecast the future to pursuit development.For example, governments now have invested a lot in projects on spaceexploration. We do not know what we can gain through these projects and it ishardly to apply the resources found in the universe to practical life bycurrent technologies. But no one can deny the necessity of the exploration ofouter space because of its tense relationship with the future.
Actually, we can see directly the terribleresults brought about by the governments' lack of future plan, one of which isthe environmental problem. During the era of the first and second industrialrevolution, governments and most people were lost in the mushroom growth of thesociety and were busy enjoying the achievements gained by those powerfulmachines. Both of them, especially the governments, forgot to consider thecalamities that could be made by over-exploitation, burning of fossil fuels anda huge amount of pollution. In several hundred years, the biodiversity has beendamaged deeply; the ozone layer has appeared empty; the global warming has heightenedrapidly; etc. Now we are paying a lot for the narrow vision of the thengovernments.
To sum up, governments should respond forall the citizens’ rights that are far more than people’s current life. Thatmeans, immediate problems, as well as potential problems, which may turn to ourdescendants’ great challenges, are all in the governments’ responsibility range.Thus governments must serve for the society not only for these days but alsofor the future. |
