19. Governments should focus on solving the immediate problems of today rather than on trying to solve the anticipated problems of the future.

提纲：

1.      现在问题必须处理

2.      未来问题不处理严重，小→大

3.      现在和未来之间有联系，尽力处理。

The speaker claims that the governments should devote their all energy to handle problems occurred nowadays and ignore the imminent problems. Admittedly, the speaker is warm-hearted to give a suggestion to the coping strategy of the government and makes sense in some degree, but this suggestion is unrealistic and overlooks the significance of the dealing with the anticipated problems.

Solving the immediate problems is absolutely the most important task of the governments. As most current problems have strong association with the life of the public, these problems must be handled at once to maintain the stable of the nation and satisfaction of the national. For example, if some disasters like earthquake and hurricane occurred in the country, the governments have to take this problem as the most exigent thing to cope. Only in this way, can the government keep the safety of its people and avoid more financial loss. Thus, handling the current problem is the particularly important responsibility for the governments.

However, solving the anticipated problem of the future is also crucial as it may create more serious damage. If the governments ignored these problems now, they will develop without control and become more deleterious than we anticipated. For example, the global warming problem is one of the biggest problems we will confront in the future. Without solving it now, the temperature of the earth would be too high for human can bear and the earth will no more be home of the human. Recognizing the serious result of this problem, the government must deal with from now on to protect our home.

In fact, there are some associations between the current problems and the problems occurred in the future. The future problems are always developing from the problems today without solved. In that case, the governments should both handle these two type problems. As the financial and ability limitation of the governments, some emergency and fundamental problems that strongly connected with the country and people must be guarantee to solve at once, so are a series future problem that may bring serious consequences we have already recognized.

In sum, this suggestion is merited as it point out the importance of handling the current problem. However, the problem is partially considered and need to be completed in the value of the future problems.
