1. The glasgow school of art
2. Brighton Uni
3. loughborough uni
4. heriot-watt uni
6. nottingham trent uni
7. birmingham city uni
It depends on what you're looking for. League tables and rankings are extremely misleading especially for art related things. For example Parson's is often cited as one of America's best art schools and while they've produced alot of big hitters in the realms of fashion and graphic design, they are yet to produce a notable contemporary artist. There's a big difference in quality and esteem between different programs at certain schools and likewise between the quality of undergrad programs and grad programs i.e a school with a highly regarded grad program won't necessarily have a good undergrad program and vice versa.
If you're interested in studying Fine Art in the US you might want to check out some of the following art schools for undergrad (BA):
Rhode Island School of Design
School of The Art Institute of Chicago
Maryland Institute College of Art
School of The Museum of Fine Art
The Cooper Union
School of Visual Arts
San Francisco Art Institute
As well as Bard, Wesleyan and Brown which are not art schools in themselves but have managed to produced a few popular contemporary artists and are reputed to have very good fine art programs.
For Grad School (i.e MA) in the US you should check out:
Yale
Columbia
UCLA
Calarts
SAIC
In Germany it's commonly accepted that the two best art schools
in the country are The HFBK Staedelschule and the Kunstakademie Düsseldorf (where i currently am). There's also the visual arts academy in leipzig which has produced a burst of popular artists in the last few years
In the UK I get the impression that Chelsea, St Martin's, Slade, Goldsmith's and The Glasgow School of Art are the best places to do your BA. I have several friends doing their postgrad studies in London and the unanimous impression i get from them is that despite the Ruskin's high selectivity, its students don't seem to place well in any of the major grad programs. One said friend is currently studying at the RA and went on to say that his year is composed almost exclusively of slade and chelsea students. Oh and the best grad programs in London atm are supposed to be the RCA, Chelsea and the RA though the MA programs at Slade and Goldsmiths are also quite popular.
There's also the Danish Royal Academy of Art which has produced a few big hitters as well ( Olafur Eliasson and Tal R)
The Rietveld in holland was also supposed to be quite good but during my time in germany i've met a few students who began studying there but transferred to the kunstakademie dusseldorf. They all claim that for fine art, The Rietveld just isn't what it used to be.
Please keep in mind that this is by no means a definitive list and my suggestions are based on a fickle combination of hearsay and each schools individual track record of producing major contemporary artists. It's good to keep in mind that despite reputation and track record there is no such thing as an absolute best school, especially at the undergrad level.

I would assume they are in some kind of ranking, seeing as I can't see any other way they are sorted, but Slade is only on page 2, and they don't mention Rhode Island school of design on the top 5 pages (I stopped looking after that)
In america:
Top 10 Masters of Fine Arts Program Ranking:
1 Rhode Island School of Design
2 Yale
3 School of the Art Institute of Chicago
4 Cranbrook Academy
4 Maryland Institute
4 Virginia Commonwealth University
7 California Institute
7 CMU
7 UCLA
10 Alfred University
However, the Pratt Institute is often listed as one of the top american art schools, as is Parsons.
In the UK the art & design tables arent as accurate, with places like Kent, Lancaster, and Bangor appearing above the UAL schools, and Goldsmiths. Oxford (Ruskin) and UCL (Slade) usually top the charts, with GSA and ECA making an appearance in the top 10. However the Times did produce an article listing the UAL schools, UCL, Oxford, RCA, ECA, GSA as being the best british art schools (in no order).
I know that the University of Art and Design Helsinki, the Royal Swedish Academy of Arts, and Oslo National Academy of the Arts are highly rated.
As for my personal views on these places, I don't know, but this should give you some ground to research these places on.
