Aggressive, cruel invasion and  massacre of Jew killed countless    the innocents and brought
the whole world to the World War Two. In the end, the atrocity ruins German thoroughly and forfeit
his power, and he Suicide  with a gun.
例子：水门事件
the public realized president Richard Nixon's false behaviors in the election, people in United States
had no credit on Nixon whether he was still trusty    and had the ability to be the President. At last,
Nixon was impeached and became the first one in American history to resign during the tenure .
4．但是有的时候，highest没有必要。
然而，并不是所有的领导者都能拥有highest ethical and moral standards。
一些领导者拥有非常出众的能力，但是道德上的要求并不很高，不过这并不影响他们能力的
发挥。商业公司的的目标是利益的最大化(the goal of profit maximization)，好的领导就是能实现这个目标的人。

In the author's view, he holds the convention that an effective leader should maintain the highest ethical
and moral standards. As far as I am concerned, I totally agree with his assertion. Public official must keep
high ethical and moral standards which benefit a lot to our society. However, the highest ethical and moral
standards are not necessary for some leaders in some realms.

First of all, we must admit that the existence of moral and ethical standards is rational and sensible. The
standards stem from some common perspective about certain issues which exists with laws and principles. Both
of the moral and ethical standards and laws constitute the foundation of our society’s system. On one side,
laws established by us grow out of long-term developed standards, on the other side, ethical and moral standards
have a more wide influence on human behaviors. Different societies have various standards according to their own
traditional customs and the standards change gradually with the time goes by. So, the rationality of the existence
of ethical and moral standards demand us to comply with them,Then, it is certain that public official should have the
highest ethical and moral standards to make them be supported by the people who advocate them both in politics
and business. Leaders with high moral standards will
have the interest of populace in mind and make policies to meet people's need. Their deeds not only render the
people reliable on them, but also ensue the health development of all kinds of enterprises. This is same of the
commercial realm. The high ethical standards provide the leader a chance to keep the balance between the profit
maximization and workers' and societies' interest .They will carry out plans with environmental awareness and make
workers work in a more comfortable circumstances. Thus, it is the populaces’ and the societies’ demand that need
the public official should retain the highest ethical and moral standards.

Nevertheless, some public officials with low ethical and moral standards forfeit their power after some incorrect
deeds which make the people lose their credit on the leaders. If we cast a look at the history, we will find many
similar examples. Adof Hitler, the president of German, provoked Germany greed for wealth and dominion of all world.
With aggressive and cruel invasion and massacre of Jew, Germany soldiers killed countless innocents and brought human
into the World War Two. As a result, Hitler's greedy dream was ruined by the united countries which loved peace and he
suicide with a gun at last. When the public realized the truth about president Richard Nixon's false deed, they began
to doubt on Nixon whether he was still trusty and had the ability  to be served as a president. As a result, he was
impeached and became the first president who had to resign during his tenure. The two known cased mentioned above
indicate undoubtedly that the leaders with low ethical and moral standards are deem to lose their power and condemed by
their populace.

Thirdly, we also have to realize the fact that the demand of highest ethical and moral standards is not necessary and
unrealistic for all leaders in some sense. It is entirely impossible that all public officials have the highest ethical
and moral standards, as a matter of fact, some of them have many shortcomings and make decisions with low ethical standards
occasionally. But this evidence can not undermine their excellent leadership and great contribution they bring to the
society. Furthermore, in commercial companies, the only standard to define whether a leader is successful contributes to
whether he can fulfill the company's goal of profit maximization. Even though he may have some private issues which does
not accord with the high ethical and moral standards, we should adopt this fact eventually. So, the demand of highest ethical
and moral standard is irrational at sometime.

To sum up, I assert that a public official should maintain the highest ethical and moral standards .However , we should lower
the standard when we comes to some leaders at sometime. The final goal as a leader is that they should lead the enterprise to
success with a ethical and moral standard which can be accepted by the majority of populace.

The final goal as a leader is that they should lead the enterprise to success with a ethical and moral standard which can be accepted by the majority of populace.
逻辑很清楚，通篇看来，还是提纲中表现出来的疑问，仅供参考啊
