How can a leader and the government be more effective when he/she face with a crisis? Whether they should be straight-out all the time? The statement raises numerous arguments above moral duty, ethics, societal responsibility and the like. As I see it, it is hard to say that honesty is effective attitude when the leader deal with all the thing, however, a political leader enjoyed a honesty character is trusted by the citizens and commendable.

Truly, as a political leaders, to accomplish the high standard virtue, such as honesty, is not practical in modern society. There are three arguments support this statement. To begin with, honesty might lead a destructive disaster in certain period, especially during the warfare. Actually, fraud, deceit, artifice, and deception are full of the battles when we make a comprehensive view to the history of anthropogenic warfare. Moreover, any political leader show the complete forthrightness in such condition might be most likely a sign of juvenility, hastiness and incapability, in turn, would bring about a strategical defeat in the campaign. The second argument is to social stability. I follow the resoning that citizens often perform hysteria and then made a great disorder when encounter with crisis, that is, withhold some informations might restrict the societal panic. Consider, for instance, I still remenber the terrible experience of my childhood, that nearly five earthquake predicts pronounnced whithin a month in my homtown, which made a great mess panic to scare buy, remove, even sleep in the open air and the like. However, the predicts haven’t been confirmed, in contrast, the societal order was disturbed during the period. As I see it, it is more legitimately to withhold or at least close scrutiny some unsealed informations that might result of societal confusion. Another reason support the statement is that political leader need not to maitain the highest standard of virtue to honesty to mommens in any field. The political leaders, as ordinary person, should be endued the right to retain privacy in their lives. After all, capital Clinton might prefered commons more concern with the achievement in his post than with his private life.

On the other hand, admmittedly dishonest in certain period is available, in my opinion, yet it have a chilling effect when the potency of withhold truth was abused. Consider, if the political power, in a democracy society, is used to maintain and obtain the position, it might be the most horrific atrocites that deviate from the historical progress. The Watergate is a typical case inform such danger. President Nixon conceal the factor that he mastermind the Watergate scandal, which truly threatened the democracy polity, reveal his will to power and disobey the essent of democratic. Even though democratic polity ultimately dispose of the scandal and improve the monitor system, it serve as a tocsin to pay attention to the honesty of political leaders

Moreover, the reason more compelling to interrupt us connive at scdulously withhold informations
and dishonest is that it might lead to the dictatorship, unfairness and other political convulsions and so on, might finally endangered our democratic society. History inform us, the privilege of dishonst might evolve to the source of disaster of our society. When it comes to the SARS epidemic situation, the officeholder of Chinese Ministry of Health who withhold information above such disaster can hardly avoidance of responsibility of the events. And, when it comes to the Drcyfus Affair in France at the end of the 19th century, the French military that conceal the factors for preserving authority of military is the chief criminal to the national controversy and donvulsion last for more than decade.

In the final analysis, how to measure an information and ideology, as a political leader, should be opened to the public? In my opinion, there are some certain informations cannot be pronounnced immendiately. More often than not, commons can enjoy the scienter right,in a democratic system, about the government affair, agenda, policy and intention, and the political leaders, have obligation to establish the lucidity government, and achieve the high standard virtue as well as they can.
