TOPIC: ISSUE43 - "To be an effective leader, a public official must maintain the highest ethical and moral standards."

Whether the highest ethical and moral standards are the required abilities of an effective leader, it is a complex problems, and I would like analyse this issue with three respects-- first one is that how to define "effective" in leadership; the other one, what are the necessary abilities of an effective leader; and the last one the status of ethical and moral standards.

At the beginning, I have a doubt at the entirely meaning of effective. Is it only meaning successful or an outstanding talent of every respects in one's own realm. In business area, an effective leader means he or she with a talent on pursue benefits and lead the system of company harmonious and efficient. In the political area, moreover, to define a leader, we always evaluate from the following respects the ability of handling the serious society problems, improving the the national status , stimulating economical progress, and even the moral quality of one's own. From this situation, we could have a fair point on "effective", not only a successful resulting to a leader is enough, but also we could evaluate with all-side respects.

This issue is about the political area, and this problem is also complex that we should discuss what the required abilities of a political leader. For instance, definitions of successful political leadership are mostly depending on how they obtain and use their power to make decisions with a significant influence of our society. When the resulting of policy is satisfied and with a further effect, we conclude this leader is effective and overlooked the other respects. Such a series of this kind evidences prove that, in fact, the most important characteristic of a leader is the ability of making a profitable decision for public and the whole human society.

However, in our modern society, only a scandal could destroy any superior politician even the most powerful groups. So that whether the moral standards of individuals especially the political leader is the most important quality over the other respects  including the above respect? Of course not. I concede that scandal is one of the most serious factors of a politician, but it only plays a role when the opposite groups want to attack him or the media review one's history. In most cases, the moral standards only have a effect on lead the public to a correct direction of moral development, and we always focus on the abilities of handling problems and leading country.

In sum, when we need to evaluate the leader, a detailed survey of entirely respects of he or she such as these abilities, here I want to cite a sentence of the present secretary of state  Hillary, the responsibility of the leader in modern society is three D, defence, diplomacy, and development, however, a good ethical and moral standards are also necessary.
