TOPIC: ISSUE170 - "The surest indicator of a great nation is not the achievements of its rulers, artists, or scientists, but the general welfare of all its people."

1、人民福利是国家强盛的基础。
   如果吃不饱、穿不暖，肯定不会是个强盛的国家，如非洲一些国家。
2、但光有人民福利还不够，艺术科学同样重要。
比如一些阿拉伯国家很富，但一般并不认为是强盛的国家。
一些国家留给我们很深的印象主要是它的文化底蕴。
3、两者是相互促进的。。。。
   所以两方面都不能忽视。

It is widely recognized that a nation should focus on the welfare of all its people. If its people lead a miserable life, however great the achievements of its rulers, artists, or scientists are, the nation can never be seen as a great nation. Thus it is suggested that the surest indicator of a great nation is the general welfare of all its people. However, the role of the achievements of its elites should not be downplayed.

The basis of a great nation is that its people have a high-standard life. People should have enough food, clothes and a comfortable living condition and are not harassed by war and riots. If the government has not achieved such basis, the nation can never be seen as a great nation. In news reports it is common to see dire living conditions in some countries in the Middle East and Africa. Many people live in refugee camps where there is no regular water and electricity. Even food is not enough for everyone. What is worse, many people are constantly threatened by military attacks. Such terrible condition can definitely indicate that the nation is not great even if it has various great achievements. The public welfare is the most fundamental indicator of a great nation, and the government has to make sure that its people lead a peaceful life before it considers making significant development in the field of art and science.

However, the achievements of its rulers, artists, or scientists should also be considered in deciding whether a nation is great. The politics, arts and scientific achievements are essential components of the power of a nation, and they are closely related with the daily life of all the people as well. A wealthy nation without any important political, artistic and scientific achievements cannot be regarded as great either. Many Arab countries such as Saudi Arabia and Qatar have a very high standard of living because they are very rich due to oil trade. However, these countries generally are not seen as great nations because they do not have significant achievements of art and science, and they do not play a major role in international affairs. When people are deeply impressed by a nation, it is mainly because the nation has a deep and rich culture, or has made great contribution to the development of science in history. The culture determines the spiritual aspect of the nation while the wealth only influences the material life.

The two aspects mentioned above are actually promoted by each other. When all the people of a nation have a high-standard life, more people will have time to spend in creating art works, doing research in science and improving the political system. If many people are living in dire conditions, the government has to focus on the general welfare and can hardly pay any attention to the development of art and science. On the other hand, if a nation has great achievement of art and science, the life of its people will be richer and more colorful. Art can enrich people's spiritual world and science has great impact on the development of technology and is a critical indicator of the power of the nation. The political system has significant influence on the public welfare as well. A sound democratic political system guarantees the people right to elect the leaders. A capable and responsible leader will bring great welfare to all the people and the whole society. Therefore, achievements in politics, art and science are deeply connected with the general welfare of all the people, and neither of them should be neglected.

In conclusion, the basis of a great nation is the general welfare of all its people. If most people of a nation have a miserable life, the nation can never be indicated as great regardless of its achievements of art and science. However, the welfare alone cannot determine the greatness; the achievements in politics, art and science should also be considered. The two aspects are promoting each other. Thus the government should pay attention to both of them.
