56. "Governments should focus more on solving the immediate problems of today rather than trying to solve the anticipated problems of the future."

Nowadays, we meet many new native and even more globalization problems need to be deal with, as native development under the ground of economic crisis, gradually frequent natural disasters, and global warming with side effects including melting polar ice, rising sea levels which are the tougher world problems and so on. During so many problems, there will always be a distinction judged by whether it is an immediate problem or a persistent matter. Governments have to prioritize the matters based on some principles. Thus, to some extent, governments need to focus more on solving the immediate problems of today, in some cases, while they should pay attention to the anticipated issues of the future and put into operation from now on.

The government shoulders the responsibility of serving people, preserving social normal order, and guarding native benefits and so on. When immediate or urgent situations come out, government must enhance more energy to settle them at the very first time. For instance, great earthquake incurring in Wenchuan led ten hundreds of people losing their lives and hundreds thousand of masses experiencing homelessness, in this situation, government cannot solve other anticipating problem in future but this catastrophe. As for this kind of cases when people’s right of life faces enormous threat, the officials must put people’s lives in the first place instead of rebuilding cities or reviving local economics. Life is the principal for doing everything. Moreover, some problems easy to obtain solutions also can be solved first.

There are two circumstances governments can consider to take measures to prevent long-period problem which may occur in future from becoming true. First, during peaceful era when there are no great natural and man-made calamities, the official should commence to take precautions before it is too late for the difficulty that cannot be conquered in short time, even current technology may have not capability to put forward effective solutions. As an example, shortage of resources all over the world, especially oil gradually running short, has induced countries’ panic, thus a fierce strife has been ineluctable to develop between nations, and simultaneously they start available ways to improve energy utilization rate and search for new energy instead of traditional and penurious/insufficient energy such as oil. Actually, the other situation when the official needs to anticipate future problems is at all times. All over the world acclaims sustainable development strategy that reflects our developing idea, for the benefit of posterity. Admittedly, this kind of future problems belongs to tremendous projects, any of which seems a high tower requiring congregate efforts and generations’ unceasing contribution.

Furthermore, the prosperity of a nation is greater in the proportion whether the government could make wise decisions and have executive ability. Treating these problems, the government should be capable to give an overall consideration as a whole, in addition, the official must be flexible when they meet with out-bursting problems. Both far-reaching designs and near-term target demand to develop concurrently.

As an effective and sensible government, it should study and weigh the situation to sequence all the affairs. When a situation requires strictly time limit, the government must take precedence of these questions. Ones easy to solve successfully can also be finished ahead. Whereas, as for the anticipating problems for future which have to be settled for a long period, the government should not only draw up longer-term plans to guide us towards sustained development in the future, but also short-term goals to reach currently. In sum, the government should have the ability to allocate in preferential orders and in accordance with their degree of importance.

During(among) so many(these) problems, there will always be a distinction judged by whether it is an immediate problem or a persistent(这里使用persistent已经是曲解了TS中anticipated的意思) matter. Governments have to prioritize the matters based on some principles. Thus, to some extent, governments need to focus more on solving the immediate problems of today, in some cases, while they should pay attention to the anticipated issues of the future and put into operation from now on.(首段过长,感觉里面在提到自己的观点时不明确,句子也比较拖沓啊。逻辑有些乱:1面临很多亟待解决的问题——2这些问题难免被划分为暂时的和持久的——3政府不得不排序——4因此,有时要关注当前的问题,有时又要关注那些持久的问题。从逻辑上来讲,是脱节的,从123无法退出4啊。可以举例的时候说下,XX是当前的问题,XX是持久的问题,政府精力有限,因此4。最关键的一点是你使用的PERSISTENT曲解了TS中的含义)

As for this kind of cases when people’s right of life(为什么不直接用people's lives?)faces enormous threat, the officials must put people’s lives in the first place instead of rebuilding cities or reviving local economics. Life is the principal for doing everything(如你这里指出的,对地震救援中的事情也进行了区分,这样,从as for开始,其实应该是两个层次,一个是地震事件与其他事件的比较,然后是地震本身的内部比较。中间的过度应该再加强下,否则看了会不清楚你想要表达的内容). Moreover, some problems easy to obtain solutions also can be solved first.(这句话是这一段的吗?只有一句,没有阐述?)

总结
句子不是很顺。另外对TS中的anticipated problems 和IMMEDIATE problems 你是怎么理解的呢?感觉作者对这两个概念,特别是第一个,好像理解的很模糊啊。
