TOPIC: ARGUMENT42 - The following appeared in a proposal from the economic minister of the country of Paraterra.
"In order to strengthen its lagging economy, last year the government of the nearby country of Bellegea began an advertising campaign to promote ecologically sound tourism (ecotourism). This year the number of foreign visitors arriving at Bellegea's main airport doubled, and per capita income in Bellegea increased by ten percent. To provide more income for the population of Paraterra and also preserve the natural environment of our tiny country, we too should begin to promote ecotourism. To ensure that our advertising campaign is successful, we should hire the current director of Bellegea's National Tourism Office as a consultant for the campaign."

In this argument, the arguer recommended that we should hire the current director of Bellegea's National Tourism Office in order to increase the income of the population of Paraterra as well as preserve our natural environment. To justify the recommendation, the arguer point out that the population for tourism and the income of the residents increased last year in Bellegea attribute to the successful ad campaign leaded by the director. While the argument seems plausible, we will find that the arguer commits several fallacies when further analyzing his assertion.

In the first place, the arguer commits a fallacy of false analogy. No information is provided to indicate that the two places are comparable, such as the resource of the ecotourism, the population, the transportation, and so on. Lacking such evidence, it is entirely possible that we do not have much resource of tourism, especially the resource of ecotourism. In that case, even if we hire the current director of Bellegea, we cannot attract tourists to visit our country, not to mention increasing profits.

In the second place, given that the Bellegea make a great success in promoting their ecotourism, it does not follow that if we hire the current director, it will naturally guarantee that we can repeat the success. The director may not be familiar with the condition in Paraterra. In addition, the arguer fails to take many other factors into account which are responsible for the success. Perhaps the Bellegea provide high quality service, convenient transportation, fresh environment, and so on, not only attributing to the ad campaign. Another case should be considered is that success in Bellegea may not attribute to the current director, but to the stuffs of the National Tourism Office or the ad company. Therefore it is ineffective to hire the current director.

Last but not least, there are many others means may contribute to increase the income of residents in Paraterra and preserve the natural environment which the arguer has ignored. The arguer provides no information that the level of the income and what advantage and disadvantage we have. Lacking such information, the arguer cannot draw any firm conclusion whatsoever.

To sum up, the measure that only hiring the current director for the ad campaign would not suffice to ensure the similar success in Paraterra. The arguer would have to make a comprehensive and thorough investigation of the current situation of the Paraterra. Without any information that whether or nor Paraterra are suitable for developing the ecotourism and the two places are comparable, we have very reasons to doubt what the arguer suggests in this argument.
