The lowest GPA request for graduate shcool is 2.75, from what I have seen so far.
But, if you can get some really strong inter connection or LOR, there is still some chance, like a good professor like you very much and can push the graduate school to beark the rules.

Maybe you can try ECE evaluation to see how much GPA they can give you.
