纽约F1怀孕可以申请Medicaid的吗？

我是F1学生，刚刚验出怀孕1个多月，我老公是在上庭中的身份
今天医院让我过几天去申请MEDICAID。
我当时人晕晕的也没有问清楚。
我想知道，有没有在纽约F1怀孕申请MEDICAID的？
会有什么影响吗？
在纽约批不批？
因为我知道有的洲批，有的洲是不批的。
有些人说如果是生小孩的medicaid应该没有大影响，是这样的吗？

好好查查你的F1医疗保险里是否cover maternity，如果cover的话，其实不会花很多钱，1000刀之内，比在国内生还便宜了

首先，public charge是一个模糊的概念。没有明确的联邦法律说非移民在美国境内享受福利就是PC或者说就此会身份违例。移民法上关于PC只是说如果这个人有PC的倾向，不能被接纳为移民（绿卡）。

其次，你没有搞清楚联邦政府和州政府的区别。移民身份是联邦政府管的事情，而这些福利都是联邦牵头，具体由州政府主办的项目。任何人申请这些福利都是和州政府打交道。而州政府没有权限来管理你的移民状态。

在纽约州，申请这些福利只要求是“居民”， 没有要求是绿卡或者公民。这也就是为什么很多非法移民，学生，甚至访问游客可以申请并得到这些福利。由于联邦和州之间的漏洞，原则上不应该发出的福利被发出了，在这里，责任在政府而不是申请人，因为地方政府可以拒绝这些申请。享受这些福利并不会导致非移民身份的失去，因为根据INA

移民法联邦政府（uscis, cbp, ice, state dept）对于非移民身份/签证不追究这些，直到绿卡申请的最后一步，会考虑到如果接纳这个人为永久居民，他是否对美国是一个public charge。而这个也取决于签证官/移民官员的决定。如果之前非移民身份的时候接受过这些社会福利，那么在决定是否是pc的时候是一个负面的影响。

至于你说的“最简单的SNAP申请只有公民不用等，绿卡递了申请还得等几个月，就是能申请（况且还不能）接下去也还有拿难民签证的等着，哪轮得到F1。。。” 因为这些东西是地方政府具体管理，所以不同地方的规矩不一样，你所在的地方可能这个漏洞比较小。而纽约，据我所知，就是非法移民都能申请到。

其实你自己也说清楚了，除非将来要申请绿卡，否则关于Public Charge，“对于F1来说就是空话”。

Thus, immigrants can accept Medicaid, food stamps, WIC, housing benefits, child care subsidies or other non-cash benefits without endangering their immigration status.

去年我们政策课学的就是这些福利政策，food stamps(现在叫Supplemental Nutrition Assistance Program (SNAP)), WIC，housing benefits这些F1留学生都没资格申请，怎么接受？

最简单的SNAP申请只有公民不用等，绿卡递了申请还得等几个月，就是能申请（况且还不能）接下去也还有拿难民签证的等着，哪轮得到F1。。。

你到美国的前提就是你不会造成公众负担，一旦这个前提不存在，你的status自然就不成立了， 所以无论你申请还是接受这类救济都会使你的F1身份失效，这是肯定的， 接受 ...

When students apply for an F-1 non-immigrant, student-visa, they certify to the Seminary, the USCIS, and the DOS that they are able to support themselves and any accompanying or subsequently arriving dependents for the full length of their program. Occasionally, public service institutions, including hospitals, clinics, or food kitchens, may encourage students and/or their dependents to apply for public benefits, such as Medicaid, food stamps, or government-subsidized housing.  These organizations may not understand the special rules governing students in F-1 non-immigrant status. 如果你申请就违法的话州政府不会给你的，因为要违法的也是州政府。
只是如果你要申请绿卡的话会有不利影响
