It is impossible for an effective political leader to tell the truth all the time. Complete honesty is not a useful virtue for a politician.

Why does the concept of political morality loom so frequently in this obstreperous era? Surely, it is because the characteristics of politicians, in all its manifestations, would determine the fate of a nation and even the individual destiny of the common civilians. But the generalization that complete honesty is not a useful virtue for politician is so hasty and broad that it deserves a deliberate investigation.

To begin with, from the long term perspective, no one would dispute that honesty and integrity is an imperative and indispensable virtue for a truly successful leader. Though greatly different the ordinary people, leaders usually have to take much more important obligations for the development of a whole nation or a local metropolitan cities, while some basic principle of characteristics is eternal and pervasive, just like honesty. This proposition can be demonstrated from two aspects. First, to be a reliable and successful politician, the standpoint on which all his or her action is based must be healthy and sublime. A myriad of scandals and corruptions of politicians aptly illustrate the importance of their notions. Few would believe that a nation whose leaders betray democratic systems chiefly by deception can prosperously advance in the highly competitive and democratic world. Second, the dishonesty of leaders will usually destroy the harmony of the society. Though sometimes it is necessary for the leaders to withhold information from the public for some reasons, it is the unalienable right of the public to know what truly have happened in their country ultimately. For example, 2003 Hong Kong and Beijing witnessed the rampant spread of a lethal disease called SARS. Nobody knows anything about this catastrophe at the very beginning; the mayor of Beijing just wanted to conceal this information from the people, especially the death toll everyday. Unfortunately, as the condition got worse and worse, the mayor still did not take any more practical measures and strategies on the public panic. Only when the death toll was intensely published by media, like broadcasting, radio and Internet, the pubic panic was mitigated amazingly with the forfeit of the mayor's politician career. So as political leaders, they must take advantage of their intelligence to utter the truth timely in some special circumstances.

On the other hand, a complete honesty for a politician leader is not useful or even detrimental sometimes like the speaker asserts. First, a whole forthrightness of leaders is a sign of naiveté and vulnerability for their opponents or the proponents. It is universally acknowledged that like the ordinary person, no politician is perfect, but is with some foibles and flaws. If a president candidate speaks honestly all these problem before the question of their rivals, any promising and powerful leader will end their political destiny just because of the ridiculous honesty. Furthermore, because the leaders usually possess some imperative national secrets, a full disclosure of the relevant information will definitely destruct the nation security. If President Bush declaimed a new military strategy against the terrorists in the public announcement, the plans will fail ultimately and the safety of US citizen will be exacerbated. According to the perspective above, politician leaders must make deliberate consideration before the release of some information.

In summary, to be successful leaders of a government by the people, for the people and of the people, they must truly honest at the bottom of their notions and strike the balance between conceal and disclosure of the information.

According to the perspective above, politician leaders must make deliberate consideration before the release of some information. 你是倾向于前一种观点吧,我觉得这段的论证比较薄弱,不如前段,其实可以主要从all the time上来批,不是所有的情况下都需要保证完全的诚实的,在某些特定情况下是需要保留信息以避免公众的恐慌,以避免更大的损失。
