Bill Clinton, though condemned for his sexual affairs, is regarded as a great leader; Adolf Hitler, who was said to take candies out from his pocket and give them to little children, are always notorious for his behavior in the World War Two. Generally, many public officials suffer from all sorts of immoral and unethical actions and the answer to whether each of them is decent has been controversy for a prolonged period. Some people suggest that a leader should stick to the highest ethical and moral standards, while some others, apart from those left saying nothing, declare the opposite. Actually, to maintain too high a level of ethic and moral is neither necessary nor sensible for a public official.
To prevent the problem from ambiguity, what must be ascertained first and foremost is to realize the "selves" of a public official. Substantially, the character of a leader can and should be divided into two parts, one the "public self", the other the "private self"; and the one going to be discussed in this essay is the "public self".为什么选择public self ?最好说以下原因
As a leader, the person's responsibility is to harmonize the relations not only within the nation, district, county or other kind of groups presided, but also between her or his own colony and its counterparts. This duty imposes tasks divergent from those of ordinary people. To fulfill corresponding tasks, the leader may have to do something seemingly unacceptable from the perspective of normal ethic and moral as well, let alone the highest standards.
It is almost always true that the political purposes necessitate sacrifices in ethic and moral for the sake of the whole group. For example, a lot of people have to die from wars to defend their country, while(前后不是转折关系) policemen have the danger of dying for their society's security, and firefighters set their own life in danger on behalf of other's lives. All these examples, though not directly coming from politicians, are the result of the leaders’ governance. Besides, in the history of ancient China, there was an empire who married his own sister to protect his power from otherwise robbery by another wife, which sounded extremely against ethical criteria.
Nevertheless, without ethic and moral at all, never can a public leader attain the final desired goals, since the person would lose reputation and reliability as well as a series of other reverences needed. An example in point is Nixon, the first forced-down president in American history. Although he had done perfect jobs during his first tenure and continued to be elected for another tenure, the Watergate affair dragged him from his chair. Dishonesty was what he committed. Once had he told a lie, he had to tell much more lies to deceive the public; and finally, when all things were revealed, his political life expired.
As a conclusion, on the contrary to a prevailing opinion that a politic official has the responsibility to follow the highest ethical and moral standards, what the official should do is to regulate politics with ethic and moral. Realistically, what causes dilemmas is the conflicts between the term "politics" as well as "ethic and moral", to deal with which calls for both politicalization--the process of regulating moral according to politics goal and principles--and moralization and “ethicalizaion”--the process of adjusting politics in accordance with moral and ethical. Only when these were done, could a leader build, maintain and expand the group's interest and prosperity.
