TOPIC: ISSUE43 - "To be an effective leader, a public official must maintain the highest ethical and moral standards."

In our society, everyone is expected to reach a certain standard of ethics and morality, especially those leaders. As far as whether effective leaders should have the highest ethical and moral standards is considered, different people have different answers. The speaker seems so, however, in my point of view, although ethics and morality play a certain role in becoming an effective leader, they are not the necessary ones as ability to make decision and capability to have good interrelations with their subordinates.

To begin with, much emphasis is placed upon being able to make a wise decision when considering whether a leader is effective or not. Because Effective leaders mean that a leader can give correct order or suitable policy, instructing his subordinates to carry out it and bring about expected result for a party, a state, or a company. Having the highest ethical and moral standards does not guarantee the expected result good to his teams or his government. In contrast, some people with lower standards of ethics and morality lead to a better society because of their excellent capability of handling affairs. For example, Bill Clinton, one of the presidents in America, accused of his sexual scandals with several women, performed well in administering his country's affairs. He put up with a series of policies helpful to the growth of American economy and increase in the standard of American life. When it comes to Washington, the first president, it is also true. Washington was chosen to be the commander because of his military bearing and his dramatic charisma, not because of his personal morality and ethics. Therefore, personal ability, such as making sensible decision in events, is taken much more than the standards of morality and ethics to become an effective leader.

In addition, another essential factor is interrelation with subordinates to be an effective leader. It is a common sense that leader's policy should be carried out by their subordinates and only being carried out can testify the efficiency of the decision. Moreover, a leader usually could not accomplish every thing in his project, his needs sufficient support from his subordinates. From this aspect, interrelation should not be neglected for an effective leader. If the interrelation is well established between the leaders and their subordinates, subordinates would be willing to do what leaders want them to do and sometimes give the leaders necessary advice , which might be a complement for the decisions and policies. The head at our university, often spending some time on communicating with the students, keeping a well contact with most of the members, sharing a good interrelation with us, is considered to be an effective leader by students and faculties while his work is supported by most of us.
Therefore, besides strong ability in making decisions, interrelation with subordinates is also a dispensable impetus to become an effective leader.

Admittedly, having a high standard of ethics and morality is also important for people, especially those leaders, although it is not necessary to have the highest one. No matter what society people live in, or when they live, the highest standards of ethics and morality is the best expectation of them toward their leaders. In their perspective, leaders are modes of their behaviors and those with higher standards of ethics and morality deserve more support and longer period of being in charge of them. Consequently, those leaders wanting to be in position with a good foundation established by ordinary people should also pay their attentions to their own moralities and ethics. Otherwise, they would be overturned just like Hitler and the president involved in the Watergate Scandal.

To sum up, based on the discussion mentioned above, to be an effective leader needs more personal ability, such as making wise decision and having a good interrelation with his or her subordinates and so forth, than personal morality and ethics which should not be overlooked as well.
