112 The following proposal was raised at a meeting of the Franklin City Council.

"Franklin Airport, which is on a bay, is notorious for flight delays. The airport management wants to build new runways to increase capacity but can only do so by filling in 900 acres of the bay. The Bay Coalition organization objects that filling in the bay will disrupt tidal patterns and harm wildlife. But the airport says that if it is permitted to build its new runways, it will fund the restoration of 1,000 acres of wetlands in areas of the bay that have previously been damaged by industrialization. This plan should be adopted, for it is necessary to reduce the flight delays, and the wetlands restoration part of the plan ensures that the bay's environment will actually be helped rather than hurt."

The conclusion that this plan ensures the decrease of flight delay and perfection of the bay’s environment appears to be rational, as building new runways genuinely facilitates the enlargement in capacity of an airport and the wetlands restoration makes for good environment. However, the airport’s capacity is not necessarily only responsible for the flight delay, and misinterpreting this correlation may mask other causes for the delay, which might turn this plan into futile, or even counterproductive.

First of all, this proposed plan rests on an unlikely assumption that an inadequate capacity has resulted in the flight delay. In reality, it is possible that there are other factors that have led to the flight delay in Franklin Airport. During a harsh weather condition, such as meeting a snow storm or an air current abruptly, will limit the plan’s speed or force the captain to alter the course, all of which may take a much longer flight time. Similarly, due to the poor airport management, the captain may be misled by a wrong or an ineffective instruction and subsequently the airplanes drift off the original course, spending more time reaching the destination. In such cases, new-built runways are less likely to be favored for reducing the delay by the Council. What’s more, no sufficient evidence supports that building new runways could help to settle this problem and it might ultimately turn out to be a waste of money. Hence, it is much better and far appropriate to find out which factor has contributed most to the flight delay before adopting this plan.

Besides, assuming the correlation between new-built runways and reduced flight delay is existed, could the benefits from wetlands restoration be capable of counteracting the damages brought by the bay-filling? Perhaps the 900 acres of the bay have a wealth of various species and filling it means a much more serious and further deterioration before the restoration is completed. And no amount of fund could save the wetlands if they were damaged to a grievous state, which makes it almost impossible to restore to its original condition. All possible harmful effects have been ignored without certain solutions. Nevertheless, this plan will be somewhat feasible if the arguer provides reliable and precise data to substantiate that this restoration could utterly be propitious to the bay’s biological diversification and do the environment good by counteracting the negative impacts.

Last but not least, even if the plan is able to reduce the flight delays and ensures that the bay's environment will actually be ameliorated rather than hurt, the question that whether the airport has the ability to keep its promise might render the assumption suspect. Common sense tells us that make a commitment is one thing, to keep it is far more difficult. Firstly, filling 900 acres of the bay and restoring 1000 acres of the previously damaged wetlands do call for a big deal of capital. Secondly, the airport’s notorious fame in flight delay fails to make it enjoy great popularity among consumers, which actually lends no credence for inviting investments. Therefore, unless the Franklin airport has been proved of the ability to bid for adequate money, the Council will be convinced that this plan could absolutely put into practice.

To sum up, although the assumption seems to be well-established, without considering the sufficiency and necessity of a solution to the flight delay and verifying the effectiveness and feasibility of such an according plan, the Council cannot convincingly confirm this plan.
