The statement mainly demonstrates that, in modern time, there are still some problems can not be solved by laws and the legal system, but my position is that the speaker is too pessimistic.
With the rapid development of our economy and technology, there are many problems emerge from the prosperity of our society. Consider, for instance, the racial discrimination, war, religious disputes, human rights, global warming and other social problems have become the obstacles which prevent people from entering an ideal world. The speaker may argue that mankind contains the evil identities, such as people are selfish and arrogant, greedy and narrow-minded. Thus, those natural but negative characters are the sources of unsolvable social problems, no matter which kind of law has been made, and how just the legal system is. Even though the America owns one of the most just legal systems, it can not avoid the existence of domestic racial discrimination and the oversea wars. To some extent, the speaker's standpoint seems reasonable, but by illustrating many problems can not be solved by laws and the legal system is far-fetched.
On the one hand, the prosperity which people are enjoying today is the consequence of people keep transcending the inner flaws. In another word, except the nature of selfish, greedy and narrow-minded, people, also, have been expressing their sympathy and love. The positive sides of human beings will, however, enhance the formation of laws and the legal system, which will protect the weak groups and the common good. As mentioned above, the racial discrimination, in fact, is quietly eliminating from the American stage. Since through the unyielding struggle, African American assured their legal rights which made a first step to reach freedom and equality. Meanwhile, American legal system always delicately protects the women and minorities' rights which already proved America is a distinct country which women and African American can also run for president.
On the other hand, if most people hold the view as the speaker does, the future of mankind is glooming. The laws are more than the words to regulate people, they are the moral standards which drawn from people's daily life. If there was a new social problem, there would be a law. Many problems of modern society are difficult to solve by laws represent we still have opportunity to fix the problem. What we need to do is making efforts and working hard to remove the loopholes in the legal system. Consider, for example, the widespread HIV virus in different countries warned us what is presumed to be solved immediately is that an efficient education system and a strong health insurance system. Yet, all those methods would become possible, if the legislators made the laws on those issues. Therefore, many problems could be solved by laws and legal system, but the premises are excellent governments and legislators.
All in all, when we face the rich get richer, the poor get poorer; when we turn on TV and watch the tragedy of all human beings; when there are still many heroes fight for the basic human rights, what we need is more than a just legal system, but we also need an introspective mind to judge our soul.
TOPIC: ARGUMENT237 - The following appeared as part of an article in a local Beauville newspaper.
"According to a government report, last year the city of Dillton reduced its corporate tax rate by 15 percent; at the same time, it began offering relocation grants and favorable rates on city utilities to any company that would relocate to Dillton. Within 18 months, two manufacturing companies moved to Dillton, where they employ a total of 300 people. Therefore, the fastest way for Beauville to stimulate economic development and hence reduce unemployment is to provide tax incentives and other financial inducements that encourage private companies to relocate here."

In order to boost the economy and add employment, Beauville is presumed to imitate Dillton's experiences. However, the speaker's reasons are not convincing.
In the passage, it has been said that Dillton reduced its corporate tax by 15 percent, but the problem here is that what the Dillton’s original tax rate was? Because the rate could be extreme high or low, the reduction of 15 percent probably would not play a strong role on the attraction of other companies. Meanwhile, Dillton offers relocation grants and favorable rates to any company, but the speaker did not mention the specific amount of grant and the exact rates on city utilities. As a result, those vague information could not, however, be used as a convincing reason why Dillton attracted two companies last 18 months.
Also, the speaker mentioned there were two companies moved to Dillton sue to the Dillton’s new policy. Ironically, there could be other reasons why those two companies moved to Dillton. On the one hand, those manufacturing companies may prefer the large and cheap labor forces at Dillton, they will save a huge amount of money on this issue. On the other hand, the transportation and communication in Dillton are probably more convenient than other areas which will give those companies great convenience and profit. Consequently, the speaker aimed at emphasizes the importance of reducing tax rate and offering grants is limited.
In addition, the speaker says the fastest way for Beauvill to stimulate economy and solve the unemployment is to provide tax incentives and other financial inducement, obviously, this hasty proposal is far-fetched as well. First, it is unwise for Beauvill to provide tax incentives and other financial inducement, since it is already in economy difficulty, the limited government’s funds can not necessary permit the tax incentives, and if the proposal was imposed, Beauvill would step into a deeper difficulty. Secondly, the government of Beauvill should have analyzed the special conditions of its area. According to it’s distinct tradition and current situation, there must be other methods which will help Beauvill to boost its economy, such as enhance the training school system or encourage people go to college rather than blindly imitate the moves of Dillton.
All in all, there are so many issues need to be considered when Beauville wants to boost its economy. Yet, without deep analysis, and by blindly imitating other's experiences, the result will be counterproductive |
