I would say Kentucky is a little better than others.
Others make no big difference, but UGA is hosting a Journal in Agecon.

Actually, when you are attending a PhD program, most of time you only work with your advisor, at most two or three professors out of maybe 20-30 faculty members.

So if the a department has several productive professors in the area of your specialization, then you can apply and it will deserve your pursuit.
