The mayor of the town of Hopeless argues that Hopewll should build a golf course and resort hotel similar to those in Ocean View for the reason that the municipal golf course and resort hotel in Ocean View built two years ago have attract more tourists and new business and boosted the tax revenues by 30 percent. However, these assumptions is unconvincing in some important respects.
In the first place, the mayor of Hopeless might confuse the cause and effect between constructing the new golf course and resort hotel and the increasing of the number of tourist. Perhaps the reason for Ocean View built a new golf course and resort hotel is that tourists had already increased a lot two years ago and the facilities were not sufficient for the ever-increasing visitors rather than that for appealing tourists. So without this condition being eliminated, it is not appropriate for the mayor to decide to build a new golf course and resort hotel.
In the second place, the statistics about Ocean View city are incredible either. Firstly, two years is too short to reflect the condition of Ocean View's increasing tourists and economy. Maybe this period is an aberrant, so the mayor should make investigation that involves more other situations of Ocean View's economics. Secondly, there is no evidence to justify that the increasing of the number of tourists is because of the new golf course and resort hotel. Perhaps more tourists come to visit Ocean View for its beautiful natural resources. Thirdly, there is no evidence to illustrate that the increasing new business is a result of the increasing tourist. It is possible that the government made some new policies to attract investment. What's more, there are also some other facts that can boost the tax revenue of Ocean View such as increasing tax rates or the other business that can make large profits. In a word, without those facts that can affect the economic of Ocean View being considered and excluded, it is unconvincing for the mayor of Hopewll to draw out the conclusion that the new golf course and resort hotel account for the increasing tourists and economy in Ocean View.
In the third place, the mayor ignores to compare the differences between the two cities. Perhaps the surroundings of Hopeless is not as beautiful as Ocean View's to attract tourists. If this is true, building new golf course and resort hotel in Hopeless is a waste of money and resources which might result in the decreasing of Hopewell's economy. In additon, even if the two cities is near to each other so that Hopeless is also suitable for tourism, there maybe a competition between Ocean View and Hopeless. Considering the situation that Ocean View have done this two years ago, it is very possible for Hopeless to lose in this competition. In a word, the comparison between these two cities cannot be ignored when deciding whether should Hopeless build the golf course and resort hotel or not.
To sum up, even though building a new golf course and resort hotel might stimulate Hopewell's economy, it is inappropriate to make a decision based on the mayor's unjustified memo. The mayor should make more survey about the purpose of Ocean View to build the golf course and resort hotel. What's more the reasons for the increasing of Ocean View's economy and the comparison of the two differences must be considered in making this decision.
