I agree with the statement above with my own reservations. Undoubtedly, in the modern society, it is essential for an effective leader to always keep a decent ethical and moral standard in his/her mind. However, it is not necessary for them to maintain the highest. And obviously, it is not the determinant factor to assess whether a public official can be an effective leader.

To begin with, we have to admit that maintaining decent ethical and moral standards is of great significance to an effective leader. Just as leaders with high reputation in the commercial field, they are upright and have great responsibilities to the society. Bill Gates, famous for its incredible software company---Microsoft, donated large quantities of money to bolster charity projects. His generous giving makes the corruptive governors ashamed and guilty. Their selfishness, avarice and lechery make them easier to be influenced by allurements like money, power and beauty, which will afterwards affect the justice and effectiveness of the leader. What's worse, if the leader violates the ethical and moral standards, no matter it is profligacy, beguilement or something else, the subordinates are highly possible to follow the head. This can cause collapse in the whole bureaucracy. Therefore, as a political leader, it is not excessive to be required to behave at least equal to those famous merchants since merchants are permitted to be greedy while governors are considered as servant of public. We cannot expect a public official with huge ethic or moral flaws could be an effective leader.

However, must the leaders maintain the highest ethical and moral standards? Of cause not. When it comes to certain cases, it is leader’s responsibility to seek the most effective and beneficial approach to improve current situation as long as it does not cross the base line. For instance, honesty is considered as one of the basic rules in ethical and moral system. Yet, it is impossible to require political leaders to be honest at all times. Despite it is necessary for leaders to be open to public, serious consequences can be caused once crucial information leaks. A rational leader will not maintain honest when it may affect national security or some other vital affairs. In the 1940s, close to the end of World War Two, Truman's decision to throw A-bombs on the land of Japan raised quite a few controversies. Truman himself was also judged by some as inhumane. Admittedly, numerous murdered or maimed victims suffered, but it helped to end this disaster war in a much shorter time, which was beneficial to the overall human races. Therefore, to assess whether the leader is moral or not, we should step up to a higher level which concerns benefits of the majorities.

Actually, destiny determines that ethical and moral standards are not the most important factor in a leader's character. To be an effective leader, one must have a long vision as well as the conviction and strong belief. Just as mentioned above, sometimes they should make extraordinary decisions although they may seem immoral at that time. Moreover, the sense of cooperation is also vital since single work is more inclined to be replaced with teamwork nowadays. If the leader owns special charisma, fellows will be encouraged to form a stronger team, which is more effective and efficient to solve problems. Thus, to be an effective leader, one should be wise enough rather than a severe moralist.

In sum, maintaining the highest ethical and moral standards is not feasible and practical to political leaders. Although decent ethics and moral standards are indispensible to a leader, wisdom and ability to solving problems are much more important factors contributing to the effectiveness of a leader.
