TOPIC: ARGUMENT24 - The following appeared in a memo from the president of Viva-Tech, a manufacturer of high-tech medical equipment.
"In order to reduce costs, we should close some of our existing small assembly plants and build a large central plant. Grandview would be an ideal location for this new plant. First, of the locations that we have considered, Grandview has the largest adult population, so that we will be able to staff our plant quickly and easily. Second, since the average wage earned by workers in Grandview is less than that in the other locations, we should be able to keep production costs low. Last, as an inducement for us to build there, Grandview's town council has offered to allow us to operate for the first three years without paying city taxes."

In his memo the president suggest that an ideal measure to reduce cost is to build a central plant in Grandview while closing down some small plants. He listed three facts for Grandview to be considered the best location of the central plant: large adult population, lower average wages and promising tax exemption for 3 years. However, these measures and facts lack relevance to the plant's purpose of cutting cost.
To begin with, the president did not clearly point out the relation between closing down small plants while building on a large one and costs reduction. Maybe the existing small plants may be in good and profitable condition and need little input to sustain production. In fact, it is highly possible that the cost of closing those small firms and transferring or selling existing equipment within them is tremendous, and that opening a new plant and recruiting new staff may be equally expensive. Therefore, I doubt the president's basic assumption that opening a new big firm costs less than operating existing small ones.
Second, even if we really need to build a new plant, the Grandview may not be the best choice. Its largest adult population does not necessarily presume ample work force. Maybe those adults are already employed by other local companies thus are not available, or maybe adults in Grandview do not have adequate skills and relevant knowledge to work for the high-tech medical equipment plant. Large adult population do not guarantee enough potential employers for the plant, and recruiting people from other region can be more costly, thus demolishing the goal of reducing cost.
Next, average demand for wage does not accurately predict the potential workers’ expected salaries. Even if the new plant could be equipped with sufficient workers, there is no clear evidence that workers will ask for wage that is less than or equal to the average level. This is likely to happen when workers in Grandview are aware of their bargain power on the wage issue, or when the new plant needs more intelligent workers with relevant experience who are well-educated and ask for good wages. The president cannot guarantee that the cost of labor is low enough to bring the overall cost down.
Last but not the least, even if we are able to build a plant with low-paid workers, it is still uncertain that no other expenditure will increase the cost. The town council’s offer of three years’ tax exemption may sounds alluring, the real intention behind maybe extracting higher tax from the plant three years later when the plant is just starting to make a profit. Besides, maybe other locations under consideration are willing to offer better preferential exemptions. Furthermore, the memo did not mention that whether the infrastructures, raw material price and land price in Grandview are favorable in cost reduction. If the road condition is bad, the raw materials in inconveniently unavailable and the land is very expensive,
it may cost a great deal on products producing, storage and transportation, thus elevating the general cost.
In sum, the president did not give a very convincing assertion about why integration of plants can reduce cost, nor did he provide solid and comprehensive information to prove that Grandview is the location to build new plant that would reduce the cost. To back up his assumption, he will need detailed information about the cost of changing factory cites, recruiting new staff, potential costs on other aspects in Grandview and pros and cons of other locations.
