God,what can I do to improve this situation?
Issue 69
Government should place few, if any, restrictions on scientific research and development
Nowadays, there is a broad discussion about whether or not government should place restrictions on scientific research and development. Some argue that scientific research should be set into a free situation; otherwise, scientist cannot achieve significant success. However, in my view, the government should set up restrictions to some extent, while dealing with the specific and different researches based on a case-by-case analysis.
Admittedly, free atmosphere is beneficial/important to scientific research. Since scientists could make full use of their imaginary, creative thinking; and practice without hesitance, it will be very favorable to innovation and getting a more vital achievement. Otherwise, if government establishes certain amount of restrictions, scientists do not want to, or cannot put their profound ideas to reality. Definitely, this case would prevent the development of the science and the whole society. For example, Einstein, one of the greatest scientists in physics, attains the top of his career until he went to the United States, a free country, from Germany - an arbitrary nation at that time. It is truly that the free atmosphere in American promotes his great idea.
However, government could not place no restrictions and let the scientific research be totally free. Appropriate supervision is necessary. As we all know, some results of scientific research could be (very) extremely profound, while others be (very) highly controversial or even detrimental to the society. The latter must be regulated anyhowthe nuclear energy which is a double-edged sword for an instance. Admittedly, it is a renewable energy and very helpful for human, but once being leaked out from the factory, it would cause thousands of people injured, and its explosion could utterly destroy the earth.[F4] In this case, government should take the responsibility to oversee the manufacturing and pertaining of the nuclear energy.
Then, you may wonder,
what should we do to the scientific research after all? In my mind, the government should relax the restraint, while supervising appropriately, and establishing different policies according to different researches. Let us get down to some specific ones. For the beneficial researches such as studies on solar and wind energy which provide human beings a more clean and reproducible energy when hardly being harmful to the world, we should in any way loosen the limitation and encourage the scientist. On the other hand, putting restrictions on some controversial researches is necessary. For instance, the clone technology could produce fetus with only a parent which challenges the human's moral and ethic norm. Hence, due to the disparity of the researches, we should take a variety of measures.
It is true that scientific research need free atmosphere, but we should concern more about the possible results that they would take to us. Thus, government's restrictions and regulations are necessary for our good. |
