GWU vs. IUPUI biostatistics PhD

I need some help to choose a phd program.
Both are Biostatistics programs. GWU has a longer history while IUPUI only open it for 2 years. The Biostat program in IUPUI is joint by Indiana U Medical School and IUPUI Math dept. IU Medical School has a good reputation but the IUPUI math dept doesn't. The degree will be granted by Indian University at Indianapolis.
Got fellowship for 1st year and RA/TA for following years from IUPUI, sufficient to lead a very good life there. Got RA+ 50% tuition waiver from GWU, but i can pay the other 50% tuition from my RA income. But no written promising (there is some kind of oral promise) for following years. Anyone has any comments on these two programs? Thank you for your help.

i have the same situation, the department head told me it really  depend on variables: such as economics...

That what is the department told me:
We will pay for your tuition (3 stat courses in Fall 2010 and 3 in Spring 2011) for the first year. This is 18 credit hours free. You do not need to perform any duties. However, it is only for the first year.

he did not say anything about the following years. i am kind of worry too because what if i need to pay  the tuition fee? it is a big money

The only thing I know is that there is no American grad students and very few US faculties in IUPUI. I prefer washington.
