The best way to improve the quality of the education in a country is to increase teacher's salaries.

Education is always considered to be the key of national development. The level of education always indicates the strength of science and technologies. There are many ways to improve the quality of education such as establish universities, increase teachers' salaries. But take increment of teachers' salaries as the best way to elevate education quality is a statement I can hardly agree with.

When we talk about education, teachers are always the first group of people appears in our brains. It is inevitable that teachers play an irreplaceable roll in education. Increasing teachers' salary is a good way to stimulate people's enthusiasm in becoming teachers. Accordingly, cleverest people of the country are all willing to compete for this honorable and profitable job and the quality of teachers are improved eventually. That seems to be advisable. However, this policy may direct education to the opposite way of our original intention.

Though attracted more excellent people to the education career, teachers' profitable life also results in higher cost of education. One of the negative effects of higher expend on education is the higher burden on students and their families. Actually, it is already a well acknowledged phenomenon that in most countries high education is no longer affordable to every family. More and more students have debts to pay now before they graduate, some of them even have to drop out. Further more, higher cost of education may results in smaller number of teachers. That is because most of the educational facilities are supported by the government. These public schools form the base of a country's education. Meanwhile, the budget on educations of every country is always arranged according to the economical status of the nation. Most of the time, this budget is limited. With the limited money, public schools have to reduce the number of teachers to maintain their existence. The reduction of teachers will dramatically exacerbate the education situation.

Regardless of the negative effects of increasing teachers' salaries, there are many better ways to improve the national education quality. For example, building more public libraries is an applicable choice. Since the importance of knowledge is already accepted by every citizen of a civilized country, one of the factor constrains people's self-learning process is the insufficiency of public learning resource. Libraries are offers most acceptable learning resource. Constructing new libraries absolutely meets the needs on education facilities of entire society. Moreover, the establishing of libraries also impels development of an important part of education, the publishing industry, behind which stands the main body of education -- educated crowds.

The development of education needs the participation of every group of overall nation. Among all the choices of stimulating strategies, improving the benefits of teachers is definitely not the best option. Instead of put too much resource on specified group, we should pay more attention on public education facilities such as libraries.

Do you agree or disagree that improving schools is the most important factor in successful development of country

It is asserted that there are some things more important than improving schools to succeed in development of country such as establishing public facilities. However, the quality of schools presents the level of education and the status of technology, both of which are indisputably important to a country's development. In this essay, the importance of these two factors are discussed to support the statement of taking improving schools as the most critical factor in developing a country.

It is argued that the development of a country is indeed the development of economy, and stimulating the growth of economy is more valuable then improving schools. In the end, the competition between countries is the competition of economic strength. Thus, economy should always be the essential of governments’ development plan. However, education is already widely acknowledges as the basis of economical prosperity. Taking the revival of Germany and Japan as example, the only things of the World War II left to the people of these two countries are grief and poverty. Curiously, not industry, it is education system that both of these two nation chose as the first thing to rebuild. There are lots of stories about how the Germans of Japanese taught their children in the remains after the war. In fact, even at the hardest time, education budgets of these two countries had never been less than 4 percent of their GDP. Amazingly, these two countries made their way back to the group of the richest countries in less than 30 years. Taking a look at the history of human being, there are countless examples alike. Thus, historical experiences show that the development of education should never be underestimated.

More over, some people take military improvement more precedent than education, because the strength of a nation heavily depends on its military power. However, their argument underestimated the power of technologies and education in military. In fact, ever since the end of World War II, the key to the success of wars is neither the number of solders nor the number of fleets but the scientific strength of the military force and the education status of the soldiers. Take the most powerful military force, the US army, as example, in the past 30 years, American army had never stopped the process of replacing normal weapons with high-tech ones. In the wars they had taken during these years, the effectiveness and powerfulness of high-tech weapons astonished the world. The advantage on technology helps this army unbeatable in the wars. Meanwhile, the only obstacle now facing this force is the education level of their soldiers can not meet the requirements of these new weapons. The need of higher educated soldiers is increasing year by year because of the improvement of weapons. Thus, technologies and education are already the foundation of modern military strength. Of cause, more concern should be taken on the seedbed of their development -- schools.

In conclusion, the elevation of educational quality and technological advantages come after the improving of schools are matchless power of a country. China should also put more funds on schools. In the near future, along with the growth of schools, soon will comes the prosperity of economy and strengthen of military force.
