According to the title statement , the speaker asserts that in aim to success for any enterprise , revitalization through new leadership should be the most effective and efficient way to approach .As far as I am concerned ,I agree to a great degree.

In the first place, it is unfortunate but true ,that there is no flawless individual in this world. The all-time suitable choices can not be made by the leaders especially confronting complex matters .The more time in power , the more possibilities to abuse power. Facing up to the temptation of power , no matter how initially wise and cool-minded the leader is ,corruption and embezzlement may be inevitable. In view of these consequences, revitalization through new leaderships may be the effective method as the key to resolve the matter.

In addition, the method that revitalization through new leaderships would prevent arbitration and rights abusing .With the help of this way , competition system is involved in many profession- business, politics ,education ,government. By maintaining proper competitive mechanisms ,the enterprises is always able to replenish itself with fresh blood and new leading ideologies. Furthermore, newly emerged leaders bring new ways of leading and managing and they are more likely to keep in better touch with the changing times as well. Moreover, the strategies pronounced by the previous leaders may not keep up with trends .Therefore, it is necessary for people to revitalization through new leadership to engender new thoughts aiming to manage better.

There were many examples of failures in the ancient China . In the Qin dynasty, unless the death of the leaders , the governors in power would never step down .The leaders of the Qin dynasty centralized all rights on them even abuse the rights ,on the contrary, the populace were all dying over the place.
Lack of the democracy and
basic human rights were the determinant of the broken down of the Qin dynasty. Thus many dynasties were turnover by the populace because of the arbitration of the governors.

Furthermore, the time span of five years is suitable .Too short may bring out the risk of unstable of the leadership, however ,longer terms would ossify the enterprise.

However, under certain circumstances, the surest path to success may be a two-edged sword .The effect of revitalization through new leadership indeed useful. On the contrary, if the new leadership has no ability to undertake the responsibilities ,
we have no necessity to take the risk of revitalization.

To sum up ,from the evidence above ,to a large extent, revitalization through new leadership should be the effective and efficient methods to prevent the occurrence of rights abusing , arbitration and embezzlement.
