提纲：

1.政府应该在一定的时间段内集中关注突然发生的、需要紧急处理的、影响范围深远的眼前事件。

2.政府应该长期关注可预期的、未来发展问题，和可预期的短期内问题

3.当两者发生冲突的时候，应该在不影响长期发展战略的前提下集中力量解决眼前亟待解决的问题。

I agree that the government should focus on solving the immediate problem, because any one problem that related to the national is important for the government whether it is an immediate problem or anticipated problem of the future. The government should pay more attention for the immediate problem when it is emergency and related to many important aspects of the society. However,at the same time, the government should also focus on the anticipated problem of the future constantly ,such as environment conversation and new energy development.

The government should focus on immediate problem. In one country, there are lots of events happen, which can not be predicted every day. Many of them are emergency and may have extensive influence on many. For example, natural disasters always happen suddenly, and it's hard to predict nicely at sometimes such as earthquake.For instance, if 7 magnitude earthquake happens in one country, this immediate problem must become the government center work. Because the government should focus all its atention and power on saving lives and property security in the first golden 72 hours.

It also exists many affairs that need government focus on constantly, such as environment protection and education investment that may not have profit at the present, but they are so significant that related to the future of country or even  human development. They own some traits: they may not relate to people's daily life; people may not get direct benifits from them, so these problems are always ignored by people. However, they play  significant roles in the long term .Consequently, government should balance sight and future and draw up long-term plans.

It is sensible to say that one government should take into account both long-term and immediate interests. If one country want to develop industry, it should not at the cost of sacrificing education budget. To respect changing world, it is crucial to shift government's work core
by specific condition. When these kinds of problem conflict, I agree that the government should focus on the immediate problems on the assumption of not impacting long-term plan.

In sum, affairs of government or politics or the state
are very complexite, it is unreasonable to say that the government should more focus on immediate problems or anticipate problems.In my opinion, government should balance two kinds of problem to make national more freedom, equality and happiness.
