The statement asserts that the governments should restrict less on scientific research and improvement. Although I agree that scientific research need free circumstance, yet it should supervise by government, for unrestricted development of science may destroy our world.

Admittedly, too much restriction on scientific research will hinder the development of the society. Talents always have different idea and action in the life, and they may thinking critically and do something that betrays the old rules. Thus the restriction from the authority will damage the creative researches. For example, in 17th century, the authority restrict the development of science, the government still obey the old and wrong science rules and even sentenced many great scientists, such as Galileo and Bruno, this hinder the improvement in science and also damage the stability of the society.

However, if governments do not confine the scientific research at all, it may lead to waste and damage. Now our society is in a fast developing and fulfilled competition condition. And many people want to life better than other ones and thus make every effects to get more. The anarchy situation will leads to war and unequal. For example, the Microsoft without the restriction from governments they may completely monopoly the software market, and their selfish will create billions of damage. Moreover, as the development of technologies, people can easily learn from Internet and though other ways. Thus, the antihuman may produce bombs or biological weapons to destroy the world. For it is very easy to get information and to foster virus in the biological labs.

In my view, the government can supervise the development of science and if need they can direct the researches. The anarchic development may lead to damage, and constrains will hinder the development. So we must find a suitable way to solve this problem. In the real world, the government funding is the main resource of scientific researches. So the governments have the right to supervise the development and to direct their development. For example, the technology of clone is ban in many countries, for the clone human will leads to ethics and moral problems in society. While the clone organs will help to cure some diseases. Thus the governments can supervise the program and induce the researches to benefit to the development of society.

In sum, too much is as bad as too little. Thus in the scientific researches and development governments should do well, on the one hand , the researchers should have the right to decide what to do and how to do. On the other hands, the governments should supervise the researches and avoid the tragedies that induced by improper researches.
