TOPIC: ARGUMENT237 - The following appeared as part of an article in a local Beauville newspaper.
"According to a government report, last year the city of Dillton reduced its corporate tax rate by 15 percent; at the same time, it began offering relocation grants and favorable rates on city utilities to any company that would relocate to Dillton. Within 18 months, two manufacturing companies moved to Dillton, where they employ a total of 300 people. Therefore, the fastest way for Beauville to stimulate economic development and hence reduce unemployment is to provide tax incentives and other financial inducements that encourage private companies to relocate here."

The argument concludes that to stimulate economic development and reduce unemployment the Beauville should reduce the corporate tax rate as Dillton did. To support this idea the author thinks the decline of tax rate incentives two manufacturing companies moved to Dillton. This argument is logically flaws in several critical respects.

To begin with, the author unfairly assumes that the decline of the corporate tax rate is the main reason why the two manufacturing companies moved to Dillton. The author provides no evidence to substantiate these assumptions. Lacking such evidence it is entirely possible that the convenient traffic and great potential purchasing power that allure the two manufacturing companies moved to Dillton. We know that a manufacturing company want to develop fast, the traffic and the clients are two important elements. What is more may be there are no such two manufacturing companies in Dillton, and this will also allure the two companies.

Furthermore, the author also assumes unfairly that the situation of Beauville is the same with Dillton. We know that different city should depend on the reality to plan different but suitable measures. Perhaps the traffic in Beauville is very bad and the goods can't transport in time or even there is no road connects with outside cities. If so, I think the measure to reduce the tax rate will help less. Moreover,
it is entirely possible that the there is no resource in Beauville and the manufacturing companies need to spend more money to purchase the raw materials, and if
there are already too much manufacturing companies locate in Beauville, then I think the decline of tax rate may have less appeal.


In sum, the author can't justify his or her conclusion on the basis of the scant evidence provided in the article. To bolster the idea the author must provide better evidence that the decline of the corporate tax rate can really allure the two manufacturing companies moved to Dillton, And I need to know the situation of Beauville.
