TOPIC: ISSUE70 - "In any profession-business, politics, education, government-those in power should step down after five years. The surest path to success for any enterprise is revitalization through new leadership."

Should leaders in any profession step down after five years as the speaker claims? I fundamentally agree with this idea since its an effective way to revitalize a enterprise. However, we should also notice some potential negative influence brought by this measure.
Admittedly, few people would deny the merit of the measure the speaker recommended. Without a certain competition machination, a leader in any profession is very likely to lose his or her original desire for greater achievement. How could you expect a leader spend more hours on working when he/she had worked his/her current position more than five years?Human beings tend to be satisfied with current situation especially he/she is not forced to change. Understandably, the leaders are very likely to lose his/her enthusiasm and shift their cynosure from work to selfish agenda since he/she does not have to pay much attention to neither public supervision or the possibility of being laid off. As a result, long-term tern spawns many problems such as corruption, abuse of power.
Fortunately, the problems we mentioned above will largely be solved by the arrival of new leader. For one thing, to some extend, it is competition that solve this problem. In other words, a leader must work harder to win higher approval rate in order to be re-elected. And he or she has to maintain enthusiasm for better political feat. The sense of danger serves to be a strong motivation which facilitates the efficiency and effectiveness of a leader as well as the whole institution. In this respect, public supervision comes to play an important role in improving the working quality of a leader. Therefore, the phenomenon of corruption or abuse of power will decrease accordingly.
Moreover, new leaders, who are usually younger than former leaders, often bring new ideas and strategies to the organizations.And these new ideas are usually those measures keeping more in touch with society considering these new leaders are exposed to the up-to-date profession. They know more about the current situation of the profession and can predict the trend of development more accurately than those in power. And the fresh blood they instilled into the institution might be very crucial and even vital. One striking example aptly illustrates this point involved the Open Former Policy of China, which did not propagate until the death of Chairman Mao. It is an water-shed of the development of China. If Deng XiaoPing, the legislator of this policy, had not replace the position of Mao, the economy of China would certainly still undergo a hardship.
However, we should no ignore certain possible negative aspects of this measure. The competition between former leaders and candidates might undermine the interest of public. It is not uncommon to see that in order to gain public attraction and hence more votes, candidates manifest themselves with disparate politics position or brand-new political strategy which usually go against the former leaders. If such candidates win the election, he/she would fulfill his/her promise and discard the long-term plan settled by the former leaders. Thus, these presumptuous decisions waste the money and human resource invested in the long-term plan as well as the effort the former leader had made.That is to say, the promise the new leads made is promise to his/her supporters but a disaster to the public as a whole.
To sum up, it is necessary, and even desirable to make new leaders replace the former ones.New leaders bring new hope and ideas to the institution, and their higher approval rate means that they exceed the former leader in some aspects. However, whether this recommended measure is the surest way to guarantee the success of a enterprise need to be further analyzed due to its potential negative influences. |
