【i原文】Given a garden with a lot of trees, flowers,some of which are siblings and old or sick trees, which should the gardener pay attention to tend?
It is, in reality, hard to choose, because both of them are of the same importance.That's the trouble of the gardener.
Similarly, the national governments face the same choice: how to devote the social resources to children and adults. Given the adequate funding, it can take care of
both of them. However, with limited resources, what is a wiser choice? Under the complexity of the current environment, it is impossible to clear the problem in simple words. After all, the wiser choice is always to make a compromise according to the current condition.

On one hand, one of the government's functions is to promote the progress of the society, which mostly put on the shoulders of children. Just like the garden, the siblings possibly grow into huge trees, shadowing refresh and giving fruits to the garden, promoting the sustainable development of the garden, the children play the same role in our society. Although nowadays children are under the protect of the society, it is our children that creating the future of the society. All of these are daydreaming without enough attention and care to gaurantee the healthy growth of children physically and mentally. Or it will be worse. Like
most children born and growing in the ^, who lately are addicted in fighting and drug, which will lead the society into disaster, like mad spreading wild grass^. In sum, national governments should devote enough social programs and services to children.

On the other hand, one of government's function is to protect the peace and steadiness of the society, which depends on demos, most of who are adults. It is common sense that, if all the trees and flowers wither and fall down, the fate of garden also
comes to an end. Similar to the garden, if the adults are bogged in troubles, the society is also sick. For example, if the salary of workers cannot provide them a cozy life and government neglect the problem, they definitely determine to exert a strike, which will cause unrest of the society, such like the cast^ of the traffic or ^ of the facturies. If all the things last for a long time, the economics of the society will break down, the accosiation, finally the society. In sum, the national governments should devote enough social programs and services to adults.

What's worse, the moderization and globalization force all the things in a visible net, which makes the relationship of them more complex and vague.
For example, under the influence of the undecent adults, children
like a white paper, may be dirty, by the impearing of the adults. On the contrary,as children are mostly raised by children, if the problems of the adults are sovled, children may grow satisfying the expection of the society. In sum, the problems of the adults and children are coherent.

In sum, understanding the relationship, we should take a balance of the social programs and services to make it satisfy the most urgent need.
