题目:ISSUE70 - "In any profession-business, politics, education, government-those in power should step down after five years. The surest path to success for any enterprise is revitalization through new leadership."

i原文】2008 has witnessed the 44th president of America, which gave hope to the country, which were bogged in the war with Iraq and Afganstian and the financial crisis, and even the world hoping for the revitalization of freedom and democarcy. Not only in 2008, every year, there is passing the leadship in almost all groups.

In terms of the tenure of leaders, I agree with the speaker, those in power should step down after a period ,which will benefit the group in some extent. However, in order to propel the development of the profession, the change of leadership is not
the only
one method, that is there are a lot of other approaches to achieve the goal to revitalize the profession.


Admittedly, there are great benefit of the rule of tenure. With the introduce of tenure, those in power, who lead the surbodiars, are elected by them. To gain the support of the voters, the leaders have to speak for the voters, which restrain the personal ambition and desire.
What's more, the competion with the nominators for the leaders, forces them to pay more attetion to the need of the voter and design better plan to improve the proffesion. Thus the power equlibrium of the leader and the others are balanced by the introduce of tenture. Though we still have a king, but the king is elected by ourselves, who is representative for the others.


What's more, despite of the benefit of balance the distribution of power, the complex environment changing rapidly calls for a wiser leader following the trend of the time. Just like the role, natural selection in nature, the changing of leader enable the profession choose the most suitable leader and eliminate the unqualified or out-of-date.For example, the 43th president, John^ Bush, who hold the control of the government for 8 years, was ^ by the domes, for his unsuitable decision, which leaded to the financial crisis and battles in Middle East, which almostly lead the America to the darkness. Fortunately, the history, or exactly the wisdom of whole America repelled him from the chair of White House.^ Instead, a new president stands for the new trend of the time.

However, there is more method to gain the same goal: revitalization of the organzation and guarantee the
promising prospect of it, such as the supervision from the common members, feedback of the demos, and self-critic of the leader, which contribute to the progress of the organzation as well.


On the other hand, the tenure of the leader should not be fixed as five years. Any suitable time to the profession is accecptable, such as the tenure of the president of America is five tears. The span of the time should be not too long, and not too short. Too long tenure will impede the revitalization of the profession, making it left behind the time. Similarly too short tenure will lead to chaos in the profession because of the adaption to the new leader and new plan calling for some time. In sum, the tenure should be decided fragilely by the need and feather of the profession.

In sum, the introduce of the tenure will benefit the profession, however the lasting time of teh tenure should be proper to better the profession. On the same time, we should take advantage of other methods to propel the profession.
