The best way to improve education is to raise teachers' salaries.(Money)

Is raising the salaries of teachers the best way to improve education? Somebody proposes this. In some degree, raising the teacher's salaries may help them work harder, but we should do more than that so that to benefit the education.
Admittedly, pay our teachers more money may sometime inspired them. It is well know that strengthen motivation is the best way to improve work efficiency, teachers would of course have more motivation of teaching.
However, money is not everything, in other word, there are many problems that could not be solved just by raising the salaries. For example, experience, which plays a significant role in judging the level of teaching, seems more important than money sometime. A teacher could do his or her teaching well without well paying if he or she regards money slightly, but if he or she has not enough experience, it is just impossible for him to do this work well. So, it is more important to help teachers with their experience rather than raising salaries. Thus, we could easily imagine that money may be a miner reason for improving the education.
Furthermore, there are many good ways to improve education which sound better than the one related to money. For instance, improving the instruments of the school is one of the reasons that could be realized rapidly. We could easily consider that terrible situation for student would make them feel disappointed about the school, thus our education quality would of course be worse. To the contrary, if we improved our instruments and satisfied the students’ requirement, they would of course work more diligent, thus, our education is improved.
In sum, although raising salaries of teachers may help improving education in some degree, we should take more measures rather than just think about money to benefit our instruction such as improving our teaching instruments.
Improve = enhance = strengthen
Instrument = equipment = facility
