Do you agree or disagree with the following statement? For successful development of a country, should a government focus its budget more on very young children education rather than on universities?

Decisions made by government, especially investments, are generally dictated by the overall effect it could exert on the development of a country. As budget is limited, some may claim that government should focus its budget more on elementary education rather than universities. I insist, however, budget on universities would bring more benefits， and I will give my reasons favoring on my consideration.
    Universities are always famous for its excellent research and projects. It seems reasonable since the specific division of all the departments such as management, art design, and science engineering and so forth. Consequently, it is easier for students who are studying these courses to finish a certain project ranging from a design of a city to the decision of financial policy. Needless to say, those excellent research papers, to a certain extent, could give advices on the development of a country. For example, my friend Jack, who is majoring in real estate finance （whose major is real estate finance）, once analyzed the problems of housing shortages with an insight. He said that due to the bubble of the finance, oceans of houses’ price are rising to the point that many people simply could not afford. However, the situation could have a turning point if government handles the problem from a new approach. On the contrary, such analysis could not exist in young children's assignment since they are too young to form a comprehensive thinking.
     Furthermore, by raising the salaries of universities' stuff, the students could obtain a better learning efficiency from the process. With the fulfillment of a certain level of hierarchy needs, teachers would make more efforts in teaching, which could stimulate interest of students. What is more, government could also put more budgets in facilities of universities such as laboratories or libraries. For instance, with the obsolete chemistry facilities in laboratory, students could hardly finish the experiments that are required, which would exert a negative effect on finding jobs after graduation. On the other hand, scarcely will young children education need such large budget since they do not possess such elaborate facilities and they do not have strong need for excellent faculties as universities do.
In addition, budget put on universities would yield more effect than that on young children education. Since most of the university students are elites selected from high school, investing in them is a real bonus because the limited funds are used where they can be put to best use.
    From what has been discussed above, it is save to draw a comprehensive thus convincing conclusion that government should focus its budget more on universities due to its outstanding projects, the need for facilities and faculties, and the effect.
