Don't worry snp. I think you'd better go to the ISS  at your conveniece and try to talk to the advisor of ISS.The person who answered the phone might know nothing about I-20.It happened on me when i went to ISSO of my school asking my I-20.The lady sitting at the frontdesk who is in charge of picking and answering phone said she had no idea about that and she introduced an advisor to talk to me.I know from that advisor by that time that actually the first I-20 is prepared by Graduate School and  the ISSO help to chang status and renew I-20.(it might be different at different school).That advisor was very nice.She went to Graduate School with me and talked my situation with the lady who was in charged of students' I-20.The lady at Graduate School asked my Foreign Adress ,Passport and Visa copy and told me come back 15 days later(May,30).But I went back to Graduate School 3 day before the 15th day(May,27) just wanted to make sure I can get my I-20 in time. I only said one sentence to that lady:"I come to see if I can help any more about my I-20!".She checked my information in computer and told me come back 3 days later.When I came back to Graduate School again,the lady was not there and my I-20 was sitting on her desk with a note on it.I found the Issued Date of my I-20 was May,27,the day I came!

Usually, they will issue the I-20 form after they receive the financial documents. Keep phone or talk to them, your I-20 form will come soon. Have a nice weekend!

liusuifeng，I visited the ISS three times. And in our college, there has a separate small ISS, independent from not our University. Only three officers work in this office, one is the director, I do not see her anytime; one is a adviser, I talked with her two times, she told me a lot about change visa status, I think she is a nice person too; the last person is a front desk woman, I always asked her transfer my phone to the advisor. Today, the call picked up directly by the advisor. And she told me such things. I am so sad, but I know the complaint is no use; I am only waiting, waiting, and waiting.
Anyway, thanks for your kind advice. From this place, I find so much cozy feeling.

Comfort, Snp. I am in the same situation. It has took me nearly two month to wait for the I-20. I have not received it yet. I went to ask them why. They said because my case was not so emergency as others. Faint! I got mad.

You are lucky that you are in Vermont Center. I am belong to TX center, Which will take much longer time
to change the visa status. I have  not know the exact time whch it takes, Five month or six month. Does anybody know?

It also got me 9 weeks to receive my I20. Anyway, I got it today!
But time is too limited, I still have to go to Mexico.
