Do you agree or not with following statement: most people solve their important problems by themselves or with the help from their families; the help from government is not necessary.

When asked whether the assistance from government is necessary when they are faced with big problems, some people may say “no, it's not necessary", since they think they can do it well by themselves or with the help from their friends and families. While some other people think those people fail to see the importance of the help from government, they think government plays an indispensable role in some cases. Personal experience leads me to support the opinion that the aid from government is indeed necessary.

The most persuasive point is that we may face common difficulties with our friends and families, and in that situation, the help from government is quite important. For instance, if faced with devastating disasters such as earthquake, almost everyone around us gets into trouble at the same time, and we cannot get enough help merely from our friends and families. It is so difficult for us to overcome difficulties on our own that we demand government's rescue. Only can government take summary action to aid all the refugees. Take Haiti earthquake for example, absence of an effective government causes a chaotic situation, though Haiti people help each other at the moment of crisis.

Furthermore, for the people who have no friends and families, aid from government is requisite. Although most people have friends or families to face the problems together, some poor people like the orphan have to face all the problems alone and they even have difficult to survive. Depend on the assistance of government can they have the access to live in social welfare institution. For these people, the help from government is meaningful.

In addition, sometimes our families and friends cannot offer the help we need, but government can give us more facilitating conditions. For example, if we have the idea to establish our own businesses, families and friends can only lend us money, but government can help us students by preferential policy.

Taking into account all these factors, we may safely come to the conclusion that with the help from government we have more chance to solve important problems well, and this kind of help is necessary.

6,19 The best way to improve the quality of education is to increase teachers' salaries'.Do you agree or disagree?(09, 10, 17)

Recently, there is a popular saying "The best way to improve the quality of education is to increase teachers' salaries". I do completely agree with this statement. As far as I see, the quality of education really has something to do with teachers' salaries. If teachers' salaries can be increased, the quality of education will improve. Here are some reasons to support it.

First, increasing teachers' salaries can help teachers pay more attention to their job. It is not difficult to find in our society that many teachers gain less money then they are deserved. Some of them even could not support their big families, they have to do part-time job, which means that they have less time to do research or teach students. Suppose their salaries are increased, these teachers don't have to worry about their families, and they could spend more time in the school. There is no denying that it will improve the quality of education eventually.

Another reason why I support this statement is that high salaries could attract more good teachers. Just as a famous saying in china goes "Man struggles upwards, and water flows downwards", people prefer the job with higher salary. My neighbor Bob is a computer genius. Last year he received two offers at the same time, one is from a famous university and the other one is from a big computer company. He chose the latter one at last because the company paid him more. The story is not rare in our society. It is typical of dozens I have heard. If teachers' salaries increase, it would not be a question. More good teachers mean better quality of education.

In addition, increasing teachers' salaries is a signal that the society value education. More attention will be paid to the teacher, which encourages teachers to work harder. Then the quality of education will be improved.

From what has been discussed above, we may safely come to the conclusion that increasing teachers’ salaries will help improve the quality of education.

6,20. To achieve successful development of a country, a government should focus its budgets more on young children’s education rather than on universities.

No one can deny that education is crucial for the development of a country. But people seldom agree with each other in the issue that a government should focus its budgets more on young children’s education or on universities. I think, in some extent, it is a question about whether young children’s education is more important than college students’. My answer is “Yes”, and I do completely agree with the statement that young children’s education need more budgets.

As children are young, they are more curious about the world outside than college students. In other words, children want to learn more. They need adults to help them establish their values. They need teachers to tell them what they should do and what they shouldn’t do. What’s more, most of them don’t have the abilities of studying by themselves. While college students have their own ideas and are able to gain knowledge without guidance. Then schools and teachers mean more for children than college students. Budgets on young children’s education are more worthy.

Furthermore, what makes me believe that the government should focus its budgets more on young children’s education is because childhood is the most important period in a person’s whole life. There is a famous saying in China goes “The most important time in one year is spring, and the most important time in one day is morning”. Budgets on them are more effective.

Finally, we should not neglect the fact that it is not difficult for universities to get money even without the financial grant from the state. In reality, many companies or individuals may donate money to universities. For example, HSBC donated quite a lot of money to Peking University for building academic buildings in Shenzhen two years ago. Such thing is not rare in our society today, and it is just one of many examples I have heard. On the other hand, some universities have their own projects to make money. For instance, universities can make a profit by cooperation with companies. However, children’s education mostly depends on the financial grant from the state.

Overall, the government should pay more attention to the children’s education and focus budgets more on it.
