请教~我这样报名还可以重新报么？

我今天借用别人的招行信用卡报名，输完卡号后进入了payment:A thank You screen with your certification number will be displayed after the successful submission of your payment.
If you do not see Thank You screen, your registeration is not complete and you'll need to call GRE service for assistance.
Processing--Please wait.
If a recepient page is not displayed within 2 minutes, please contact 609 771 7670 to confirm the status of your order.Do not attmpt to resubmit your pament.
后来 出现了一个小窗口，应该就是所谓的a recepient page吧。后来就是要下载招行的安全控件才能继续吧。结果控件没安装好（可能是电脑有些问题），又一不小心关了报名的页面。。。
我再退回浏览页面，找到了那个，网页仍是我上面写的那几行英文。我发现多了一行，是写着Your seccison has timed out.For your security,you must login again.(之前我记得没这句话吧)

所以，我就不知道我可不可以再重新打开报名界面。整个过程并未输入信用卡密码，只是输了卡号和一个三位数的特征号，也没安装成控件。我如果从头再报，会不会扣两次报名费啊？谢谢！！！
