TOEFL registrations cannot be canceled or transferred to another test date.
As explained in the Bulletin, if you do not take a test and do not wish to
register for another test date, write "refund" across the face of your
admission ticket and send it to TOEFL Services, PO Box 6151, Princeton NJ
08541-6151. Your request for a partial refund must be received within 60 days
after the test date printed on your ticket. If your request arrives before the
deadline, you will receive a partial refund equivalent to US$65 about 10 weeks
after the receipt of your request. The remainder of your payment is retained by
TOEFL Services to cover expenses for processing your registration, ordering and
shipping test materials, and holding space at the test center.
If you did not take the test but plan to register for a new test date, send
your admission ticket (for which you will receive a credit equivalent to US$65
toward the total test payment), a completed registration form and the remaining
test payment within 60 days after your test date to the appropriate office for
the area where you plan to take the test.
