"What we call progress is a matter of exchanging one problem for another"
As mentioned in the words above, the process of progress is a period, in which human beings encounter different problems, whatever simple or difficult, accompanying with the advancement and improvement of the society of mankind at all ages. The progress itself, is nothing but exchanging from one problem to another.
Looking back to the history of human beings, from eolithic period to modern times, problems exist in almost all ages. The progress of society could solve well hundreds of problems which had puzzled people for decades, while cause thousands of new that people had never thought of and did know how to handle with. According to Van Loon's famous book, The Story of Mankind, as the procedure of Alexander the Great conquering the ancient Greece, the problem for a small state-polis besides Mediterranean transformed from the level of steadiness of the protection work to the conflict and compromise among people with different nations and religions. From the example offered above, it is not to conclude that, the progress is, in other words, the proceeding of settling down the past yet waking up the current, or even, future, questions.
The problems, however, cannot lead to progress in all situations. At present, for example, in nearly every corner on the earth exists problems, such as war, health, social security, medical treatment, the millions of people out of work, and etc. Although a well-known sociologist has pointed out that the problems in a nation is the best balance to weigh the strength and capability of the country, not all the governments tend to solve such problems radically and sometimes merely to take some ineffective measurement excusing themselves from lacking abundant financial support. Therefore, the problems under such circumstance not only barely result in the social advancement but may also prevent the whole country and society moving forward.
On the other hand, many other factors, including declination and retroversion indeed, may raise problems as well. It is believed that every Jew surviving in Europe in the thirties last century could tell what Oswiecim means to them and the ones in the sixties were acquainted with the book Anne Frank's Diary. Hitler, at that time, with his Nazism Party caused tremendous problems-more exactly to say, tragedies-all around in Europe. The sorrow and pain on Jews and Europeans do not disappear till today, with the shadow on Germans of losing the domestic economics and bad international fame enduring for a long period. Historians generally concluded that the existence of Nazism brought to the world nothing but troubles and tragedies, yet its political determinations had never led to progress at all.
As a conclusion, progress is a complicated process that can be regarded as the work of cutting the weed in grassland, some cut down while others spring up. Still, progress is the exclusive origin of the problems. To say in a philosophical way, the progress is only a sufficient condition of problems, not necessary.

逻辑思路方面
虽然可能出现跳跃和臆断的地方 我都有考虑过
但是难免还是会有很多差错
