80 Nations should suspend government funding for the arts when significant numbers of their citizens are hungry or unemployed.

Time: 1:47pm-2:22pm

Nowadays, the issue that government funding for arts in poor countries has aroused and been discussed widely. Some people assert that government should fund arts no matter whether their people are hungry or unemployed while others think government should stop funding arts if citizens in that country are too poor to feed themselves. Should government fund arts when people there are hungry? After careful consideration, my answer is a yes.

To begin with, human beings, as a social being, have different levels of needs, for example, the material needs and spiritual needs. The materials needs defined as the basic materials such as food and cloth for an individual to make a living. It is the lower level needs of human beings. The higher level needs include spiritual needs like arts and music. People automatically peruse lower level needs first than higher level of needs. In other word, if the basic needs could not be satisfied, human beings would not consider higher level, spiritual level, needs. It is easy to understand, a hungry homeless man does not care about who is Katy Perry, a contemporary most famous singing star. The only thing he or she cares might be which church has free food tonight. Therefore, for a government, it is meaningless to support arts when a significant portion people in that country are fighting for not being hungry. Because even though there are thousands of arts museums or galleries, no body will pay attention and appreciate those works. It is a waste of money to support at such scenario. The better way for a government is to spend more money to create more jobs for people.

Moreover, there are many examples in the world to this problem. North Korea is an extreme poor country, which most people in this country cannot feed themselves. However, the government keep financial supporting arts, say group dancing, in order to celebrate party leader’s birthday and show off to people from other countries. So, according to a recent survey published on journal of Sociology of China (Issue 34 Vol. 12), a 92% population in North Korea is lack of food and the country receive United Nation and other countries like China’s aids every year. Base on another survey in the same journal, 83% countries’ GDP in Africa is below average and most of their governments support arts financially in order to concentrate money on dealing with other problems related with social welfare.

To sum up, it is not wise enough for a government to financial support arts when a major population is still lack of food. Government should deal with social welfare first than supporting arts or other kinds of spiritual needs.
