能问下题干中author‘s assessment指的是什么吗？

作者的分析吧，整个题干就是作者在分析为什么the use of heatpumps has been held back.
我认为这就相当于说假设作者的观点是对的，然后问广告商应从中学到什么。
这儿说的是违背常识定律，得不出广告是否夸张
