In order to understanding the most important characteristics of a society, whether it is necessary to study its major cities depends on what kind of characteristic needed to be studied.
If one wants to study economic characteristics, he must study the society’s major cities because major cities, especially metropolitan cities, are always the economic and financial center of a country.举例：美国纽约，英国伦敦，中国上海
If one wants to study characteristics of transportation, he needs to study different kinds of cities including major cities and small towns because transportation of a society may be different in different cities.举例：意大利的威尼斯以及其他城市。

In order to understanding the most important characteristics of a society, whether it is necessary to study its major cities depends on what kind of characteristic needed to be studied.

我觉得这道题需要作者来决定the most important characteristics是什么  
而这可能取决于这个社会的类型  
或许你一开始就可以先确定 the most important characteristics 是什么

The most important characteritics of a society include its political system, economic structure and the public school system. To understand each of the aspect of a society, it is important to study its major cities as well as smaller towns and the rural areas because the politcal, economic and educational institutions differ greatly among major cities, small towns and rural areas.

Well, it is true that some maga-cities do can present some of the most important characteristics of a society, but the importance of other cities--medium or small in size--should be paid considerable attention to completely and fully grasp the picture of the society`s important characteristics.
