18) The following is a memorandum from the business manager of a television station.
Over the past year, our late-night news program has devoted increased time to national news and less time to weather and local news. During this period, most of the complaints received from viewers were concerned with our station's coverage of weather and local news. In addition, local businesses that used to advertise during our late-night news program have canceled their advertising contracts with us. Therefore, in order to attract more viewers to our news programs and to avoid losing any further advertising revenues, we should expand our coverage of weather and local news on all our news programs.

The manager recommends to increase rate of weather and local news program in their television station, referring to some words from viewers and the lost on advertising contracts. However, before deciding on restoring weather forecasts and local news like in the old days, many evidences are need to support this recommendation on viewers' attitudes, reasons of contracts losing and the possible results if we do take this action.

Firstly, the manager needs to display more information to show the real attitudes of program viewers. It is possible that we may misread the complaints received from them. One is the content of these complaints. Viewers might be not satisfied with the quality of weather forecasts or local reports rather than asking for more time on the TV. Another is that viewers who complain about the absence of these programs account for very small proportion of the total target, thus may lead us to read their message in a more rational way. Evidence like the content of these complaints and how much or how often do viewers complaints should be acquired for further judgement.

We also need more evidence on the real reason of losing previous advertising clients. Despite the change on program as one optional cause, there are other factors that would effect the clients. To name some, the standpoint of the station plays a significant role in evaluating whether to buy advertisements in a certain media. If the station unwisely support a political congressman who is not welcomed by the station's target, the audience may refuse to watch this station anymore, that may leading to a drop from adverting clients. Another possibility is the depression on social economy, clients are cutting their budget in order to survive through the bad environment and they decide to adjust their advertising budget. Therefore a larger view on the change of station as well as the local business operating situation will be of great usefulness as evidence to evaluate the recommendation.

Also it will be more persuasive if the manager can provide more detail as evidence if they re-increase the proportion of weather forecasts and local news, they can attract these contracts back. He/she needs to exclude the possibility that these advertising clients are attracted by other competitors, like another TV station which is good at updating local news and entertaining weather program. Or he/she can prove that these local businesses are not transfer their budget on other channel, say radio program, on-line games or SNS plug-ins.

Therefore, the manger has more to do before he start renew the local news and weather programs.
