好多网站上不了[请求]

我准备申请05年的，现在开始查学校了，可是有好多学校的网站上不了啊
目前为止，我发现上不了的有university of maryland, university of georgia, boston college, arizona state university,baylor university,north carolina state university, university of miami, university of Utah.
还有university of pittsburgh和Penn State university.这两个学校我两年前上过的：现在上不去了。
是我的浏览器有问题还是他们被蔽了？请大家帮忙看看吧！谢谢！

有的时候只是暂时的

如果很久不可以，就找代理服务器事实吧

请问小熊，如果拨号的话怎么用代理服务器呢？
比如如果我知道代理服务器的地址和端口，怎么用呢？在internet工具里好像写着拨号不可用。

的确很多以前可以上的美国大学主页都上不了了啊！！！
