Is it often necessary, even desirable for political leaders to withhold information from public, as the quotation claims? I totally disagree with it. In my opinion, the political leaders should disclose information either on behalf of themselves or the nation.

Admittedly, in certain conditions, the political leaders certainly should conceal something from public on the behalf of the whole nation. These are usually called as" nation secret". Such as, the country's defense system, the action of the military force, the total amount of money deposited in the bank .If these are made known by ordinary people, the whole country will be in danger. However, in most cases, the political leaders disguise the fact for their own benefit. A good case in point is the "water gate" scandal. With the power in hand, regarding his own reputation, Nixon, the honored president of America, refuse to tell the truth, and try to prevent the exposure of it.

In addition, it is the political leaders' obligation to tell the truth to the public. As we know, political leaders are elected by the people of the nation. They are delegate of the people, as their power in hand was endowed by the citizens and was used to serve the people and the nation. So they should behave on behalf of the whole group of people of the nation. Therefore, the people have the right to know the truth and the leaders have the duty to reveal it. If the leaders refuse to carry out his obligation, then the people have the right to deprive of his power. This is obvious at least for a democratic country.


More over, to withhold information from the public may cause chaos in the society and hence do harm to the authority of the government. This is especially obvious when facing an epidemic disease. For the people do not realize how serious it is as the government conceal the reality. They may at first pay little attention unless the disease becomes a nationwide nightmare. At this time, if they are still kept in drum, they will inevitably exaggerate it and feel hopeless. At last, a widely nervous and tension overwhelm the country and it in turn accelerate the spreading of the disease, which is really an appalling spectacle. Further more, if this kind of things come about repeatedly, the public will no more trust the government and the government will find one day that it is difficult for him to implement his policy. So, hiding information from public is harmful both to the governors and to the nations. Take the SAS for example, if the Chinese government had not cover up the fact, there would not be so many victims.
  
in sum, the political leaders should not withhold information from public, either for the leader himself or for benefit of the whole nation. Although some “national secret” should be kept properly, it could not be taken as an excuse as far as the issue is concerned..

In addition（前后两段不构成递进关系，改用 however比较好）, it is the political leaders' obligation to tell the truth to the public. As we know, political leaders are elected by the people of the nation. They are delegate of the people, as their power in hand was endowed by the citizens and was used to serve the people and the nation. So they should behave on behalf of the whole group of people of the nation. Therefore, the people have the right to know the truth and the leaders have the duty to reveal it. 我觉得因该加个例子这段就丰满了，并且，这段话说过来说过去我觉得就只好像把第一句反复说，有例子的话就好多了，至少不用在挖空心思想词凑字数了，呵呵

最后这句让人感到很不明白，为什么向公众隐瞒国家机密就不是withhold information 呢？还是跑题了。
语言不错，我要向你学习。但我觉得连接词的使用上还须注意。而且，在写作过程中不要让你的语言将你的思维背叛了，我反正经常犯这种错误，很划不来的。
