24.The following appeared in a memo from the president of Viva-Tech, a manufacturer of
high-tech medical equipment.
"In order to reduce cost, we should close some of our existing small assembly plants and build a large central plant. Grandview would be an ideal location for this new plant.First, of the locations that we have considered, Grandview has the largest adult population, so that we will be able to staff our plant quickly and easily. Second,since the average wage earned by worders in Grandview is less than that in the other locations, we should be able to keep producion costs low. Last, as an inducement for us to build there, Grandview's town council has offered to allow us to operate for the first three years without paying city taxes."


To reduce the manufacturer's cost, the president first pointed out that they should build a large central plant instead of a few existing small assembly plants. He also stated that
Grandview is the ideal location for the following facts1)it is easily and quickly to staff
the big plant because of the largest adult population in Grandview.(2)the average wage there
is lower than that in other locations.(3)they will be free of city taxes for three years.
Close scrunity of these facts, however, each of them cannot strongly surpport the president's recommendation.

First of all, to reduce the cost, closing small plants and building a large central plant may be not a wise behavior. As these small plants have existed, they can produce the profit and, furtherly, to erect these factories and to make and keep them run the company should have spent much money. On the other hand, only the process of building a large plant will cost a great deal, needless to say the maintaining it and the unknown future value it will make. In short, from the memo, the president doesn't prove that this big central factory, even though it costs some money, draws substantial profit, more than that of the small assembly plants.

While, even if a large central plant is needed and profitable, the facts that surpport
Grandview is an ideal location are not credible. For example, the president articulated that Grandview had the largest adult population so that they will be able to staff the plant quickly and easily. As is known that, however, the Viva-Tech is a high-tech manufacturer, these adult are not all fit for the jobs for the lack of some skill. Or perhaps these people already have their work, and no statistics show that they will be pleasent to quit their contemporaty jobs and join in the plant.Furtherly, we don't know how about the welfare of the factories in Grandview and that of the Vive-Tech, nor the comparison between them, while which is an important consideration of the employees. Also, the president proved that the average wage is the least, but we can't conclude how much is the salary in a manufacturer, maybe is very high because today's blue-collar workers often earn more money than white-collar workers.

Maybe the police, the plant being allowed to operate free of city taxes for three years, is a sweety inducement, it can't convice us that taxes in Grandview is light. It is possible that other taxes are many and heavy. Even if the taxes are not a heavy burden, we don't know the environment for the investment is in good condition or whether the supply of raw materials is sufficient and convenient, which, I think, are neccessary to an investment as a heart to a human being. If the distance between the resource of the material and Grandview is long and the transportantion fee is very high, for instance, the decision likely has to be considered again.

Hence, the recommendation relies on certain doubtful assumptions that render it unconvicing as it stands. To strengthen it, the president should give out more solid evidence, such as the comparison of the profits of the central plant and the small plants, the level of the education and the rate of the employment. Also, to better assess the recommendation, I would like to know the polices and the environment for investing in Grandview, the conveniency and sufficient of the supply of the raw material.

这点有点勉强吧,说得太绝对了,实际上还是白领工资高,虽然有些技术工人工资也挺高。
你可以反驳说,虽然这里的平均工资低,但可能大部分工作都不要求技术和经验,而Viva-Tech得要求高,所以工人要求的工资也不低,或者要付出很多培训费用

另外是不是还要考虑运输的问题,距离消费地的远近对于成本影响很大。

         In the memo, the author recommends that Viva-Tech (VT) should close some of its small plants and should build a large central plant in the town of Grandview (G). To support the recommendation the author points out the attractive demographic features of G. Moreover, G's town council has allowed VT to operate there without paying taxes for 3 years. However, I find the argument logically unconvincing in several respects.

         First, the argument indicates that G has the largest adult population. Accordingly, the author assumes that a new plant in G will be staffed quickly. Yet we are not informed the features of the local people. Perhaps most of them don’t have the education background that suits the jobs. Or perhaps many of them are retired. Or perhaps most of them have their own jobs and won’t go to work at VT. Without more evidence the author cannot convince us that the large population in G is good evidence that the new plant should be located there.

         Secondly, the fact that the earnings of the workers in G are comparatively low does not necessarily indicate that the plant can keep production costs low. Perhaps the consumption there is quite high. Or perhaps the people who gain low wages are of low-level skills and these people may not be suitable to work in the new plant which produces high-tech medical equipment. Since the argument fails to account for the alternative explanations, the author cannot convince us that this is the case.

         Thirdly, the fact that G's town council has offered to allow the new plant to operate for the first three years without paying city taxes seems to be convincing evidence to support the author’s recommendation. Yet we are not informed what other towns will offer VT if new plant locates there. It is equally possible that they will provide even more attractive incentives. Moreover, the taxes in G may be comparatively higher than other towns. Then building a new plant there may not be profitable in a long term.

         In sum, the argument is logically unsound. To strengthen it, the author needs to provide us detailed information about the demographic features of G. The author also needs to provide us evidence to substantiate that G is better than other towns to be the allocation of the new plant.
